Charming Garden in District 10 will be relaunched for collective sale for the final time on Thursday (Jun 22), with an unchanged guide price of S$175 million. This is the condominium's third en bloc attempt after it was put up for sale in December 2022 and March 2023 without securing a suitable buyer.

Singapore is well-poised to become a global hub for offshore Islamic wealth within the next five years, with increasing investment interest in Islamic finance products and services, said industry players at Maybank's Invest Asean 2023 conference on Wednesday (Jun 21).

In pursuing global investors, Singapore's main competitor is Hong Kong, said British and Malayan group chief executive officer David Koay. Both share similarities such as a robust economy, easy access to various financial markets, and good infrastructure and ecosystems.

Nevertheless, Singapore stands out for another key reason: family. "There are an increasing number of investors from Thailand and Indonesia looking at setting up a trust or family office in Singapore, mainly because they want to be with their families as most of their family members are staying or studying in Singapore," Muhd Ramadhan Fitri, Maybank Islamic's director of Islamic Finance Strategic Programme said.

NUS' Sing said: "The current high prices will still be a main resistance to weakened buying activity in the private market." Prices of private residential properties rose by 3.3 per cent in Q1 2023, data from the Urban Redevelopment Authority showed. This followed an 11.4 per cent rise for the whole of 2022. Prices are widely expected to moderate, with 2023 forecast to finish with an overall rise of 3 per cent to 7 per cent.

"Savills' Cheong said: "Attractive schemes will no doubt give the slowing resale market a boost, but it is more likely to positively impact those on the fringes who are sensitive to interest rates."

Despite having a supposed moderation in 2023, overall prices are still expected to rise 3-7% in 2023. Amidst this high interest environment, Where will the opportunities for buyers and investors be?

Higher home loan rates are driving down housing prices in some global cities. Yet, private home prices in Singapore have thus far been resilient.

Costlier home loans can help make incomplete new homes that are sold off-plan relatively attractive. Under the progressive payment scheme, a buyer of an uncompleted condominium unit at a project’s launch pays cumulatively 20 percent of the purchase price. This is typically within eight weeks of receiving the option to purchase.

Another 40 percent of the price is payable based on various milestones as the project gets built. This could take place over the course of say, three years. The remaining 40 percent of the price is paid at project completion and shortly thereafter.

With a resale private home, a buyer may have around three months from receiving the option to purchase to complete the transaction, whereupon full payment is made.

In short, a buyer of an uncompleted new home need not draw down a home loan as quickly or fully as a buyer of a resale unit. Such an advantage is accentuated when interest rates are higher.

From the third quarter of 2023, land for places of worship will be allocated through a ballot, where winning bidders pay a pre-determined price that reflects the land’s market value, the Ministry of National Development (MND) announced on Sunday.

The changes come after a government review, and amid religious organisations’ concerns over place of worships land prices, which have risen sharply in recent years due to competitive bidding.

MND said on Sunday that 24 religious organisations took up this option. They will now be able to terminate their short-term tenancies and take up a long-term lease of up to 30 years.
