🏡 5 years or 10 years MOP—which EC would you choose?

If you’re an HDB owner thinking of upgrading, this decision affects more than when you can sell. You also need to work out when to sell your flat, how much cash and CPF you’ll have, and when each payment is due.

Some upcoming EC projects still fall under the 5-year MOP rules, with a Deferred Payment Scheme if offered by the developer. EC sites under the new rules have a 10-year MOP and no DPS. Second timer quota drop to 10% and quota lock in the first two years from launch day.

Some upcoming ECs still fall under the 5-year MOP rules, with Deferred Payment Scheme available. ECs under the new rules come with 10-year MOP and no DPS, quota for 2nd Timer drop to 10% and lock for 2 years, means lesser chance to 2nd Timer to enter.

“Mei Foong, the flat nearby sold for $800k. Mine is nicer—can I ask $850k?”

I understand why a seller would think that. If it were my home, I’d want the best price too. But I’d also ask: what other flats can buyers choose from today?

That $800k transaction tells us what one buyer paid in the past. Today, buyers can compare the listings on the market, and more homeowners will become eligible to sell as their flats reach MOP. HDB estimates 13,500 flats reaching MOP this year, rising to 15,000 in 2027 and 19,500 in 2028. Not all of them will be sold, of course.

HDB also plans to launch 19,600 BTO flats in 2026. BTO won’t suit every resale buyer, especially someone who needs a home sooner, but it does give some buyers another option.

This is part of why the Government felt able to remove the 15-month wait-out period for eligible private property downgraders: resale prices had moderated, and more MOP flats were coming. Even after the change, HDB says it has not seen a significant jump in resale prices or purchases by these buyers.

I’m not saying sellers must sell cheap. I’m saying we need to price with our eyes open. A high asking price feels good, but if buyers keep choosing other flats, it may not help us achieve the best result.
