On Thursday 26 Oct 23, The Horton Command and Staff College organized a symposium for the Intermediate Staff Course -01 (ISC-01) students at Burma Hall. The theme of the symposium is "Positioning State Security Agencies for Emerging Security Challenges of Pre to Post Elections in the West Africa Sub-Region: Implication for Sierra Leone".
The event was aimed at enhancing students understanding of emerging security challenges in the west African Sub-Region using Sierra Leone experience in exploring collaborative means of addressing such issues.
The Minister of Internal Affairs, Major General (Rtd) DTO Taluva was one the Guest presenters from the Ministry of Internal Affairs. Other Guest presenters include representatives from Institute of Governance Reform, Sierra Leone Police, Office of National Security, and the Republic of Sierra Leone Armed Forces.
The symposium was chaired by Dr Charles Silver from Fourah Bay College, University of Sierra Leone.

WELCOME TO HORTON OMMAND AND STAFF COLLEGE

BACKGROUND
Horton Command and Staff College (HCSC) formerly known as Horton Academy is the premier military training institution in the Republic of Sierra Leone Armed Forces (RSLAF) center of excellence. The College prides itself in the delivery of quality and professional training with a legacy of professional merits.
HCSC was officially opened on 3 November 2003 by late Ahmad Tejan Kabba, former President of the Republic of Sierra Leone, Minister of Defense and Commander-In-Chief of the RSLAF. The College was established to train and develop the leadership, planning, analytical, management and communication skills of junior, midlevel and senior officers to perform command and staff functions in their respective command and staff appointments.

Since its inception, the College has developed into a center of military excellence in Sierra Leone and acclaimed internationally as a regional center of excellence for providing military and security training for RSLAF officers, overseas officers around the West African Sub-Region. Officers from other security sector organizations such as the Sierra Leone Police, Office of National Security, National Fire Force, Sierra Leone Correctional Services, Sierra Leone Road Safety Authority and others also join this training with their military counterparts for common modules as part of the Security Sector Management.

The College is affiliated to the Institute of Public Administration and Management (IPAM), University of Sierra Leone, which offers a Diploma in Public Sector Management upon successful completion of the course. Over the past 20 years, the College has trained over 1,200 RSLAF officers, 350 overseas officers from eleven ECOWAS countries including Liberia, Guinea, The Gambia, Nigeria, Ghana, Togo, Benin, Ivory Coast, Burkina Faso, Senegal and Chad. Similar numbers of junior and mid-level officers from Other Security Sector Organizations of Sierra Leone have also been trained at HCSC.

HCSC is has a diversified pool of trained and qualified Directing Staff (DS) from the RSLAF, Ghana Armed Forces, Nigeria Army and the Armed Forces of Liberia, who guide and direct students through the courses and inspires them to excellence. Students also learn from lectures delivered by well-educated and knowledgeable guest lecturers from the University of Sierra Leone and other professional institutions on various subjects, which helps to broaden their knowledge and understanding of contemporary security issues.

The level and high quality training delivered at HCSC has clearly been demonstrated in terms of performance by past students who have successfully gone through the rigors of the College. Over the period, the outstanding performances of HCSC products have been applauded both in their respective work places and in United Nations and African Union Peace support Operations (PSO) across Africa. Their performances do not only make them proud students of HCSC, but have also helped to market and advertised the College into the international arena. Today, most of these officers have been promoted to higher ranks with key appointments in the RSLAF and the sub-region.
