PARLIAMENT APPROVES NLC COMMISSIONER GENERAL - ABU BAKARR SAPPAY FORAY-MUSA‼

The Sierra Leone Parliament has on Thursday, 13/02/2025 unanimously approved the presidential appointee (Abu Bakarr Sappay Foray-Musa) as Commissioner General of the National Land Commission (N.LC.).
Abu Bakarr Sappay Foray-Musa has a wealth of experience at both national and international levels in land administration and management system.
With his unwavering sense of leadership, hard work and professionalism, many have described him as a young professional leader with indelible creative and innovative skills.
Abu Bakarr Sappay Foray-Musa academic and leadership achievements include a Master of Science degree in Geographic Information System (GIS) from Temple University (Pennsylvania, USA, 2020), and a Bachelor of Science degree in Environmental Science (Environment & Development) from Njala University (Freetown, Sierra Leone, 2010).
He served as a GIS Specialist from 2020-2022 at the Data Lighthouse Consulting, Philadelphia, USA, where he demonstrated proficiency in GIS and remote sensing technologies, spatial data management, analysis and visualization. bu Bakarr Sappay Foray-Musa is the second Sierra Leonean to hold the position of Commissioner General at the National Land Commission, after the late Sheikh Siddy Sowa, who served in the position from 2022 - 2024.

For over ten years, he served as the Deputy CEO of the Universal Access Development Fund (UADF), (a statutory entity established by the National Telecommunications Act, 2006, as revised by the National Telecommunications Authority Act, 2022 to promote the provision and expansion of universal access to telecommunications infrastructure and services, and the utilization of basic ICT and broadband services in underserved and unserved communities, especially in remote and rural areas, in Sierra Leone).

Additionally, he also served in the Fort Indiantown Gap – National Guard Training Center in Lebanon County, Pennsylvania, USA as the Principal GIS Coordinator (2021-2022).

Prior to his career in the USA, Mr. Foray-Musa played a crucial role as Head of Programs, Planning and M&E (2014-2016) at the National Children’s Commission in Freetown, Sierra Leone, where he contributed significantly to the development of the operationalization framework and M&E systems.

He also served as Head of M&E from 2011 to 2016 at the Ministry of Social Welfare, Gender, and Children Affairs, where he contributed to the development of the Ministry’s first M&E system in collaboration with stakeholders and donor agencies.

During his tenure at Temple University, Philadelphia, Pennsylvania, he excelled as a Remote Sensing and GIS Analyst between 2019 to 2020, he showcased his strong analytical skills. Later, he was contracted by the Geography and Urban Studies Department to provide technical leadership and support the Long-term Analysis of Vulnerability and Adaptation (LAVA) research.
His leadership journey commenced as Counterparts in Rehabilitation and Development in Sierra Leone (CORD-SL), where he was deployed in Moyamba District as a Community Mobilizer in 2009. Due to his significant performance, he was prompted to the position of District Coordinator in the Kono District.

The Country’s Land Commissioner General is Project Management Institute’s (PMI) certified; with vast experience in Telecommunication’s Infrastructure, Services Mapping and Assessments, Universal Access and Connectivity; Geographic Information Systems (GIS) and Remote Sensing, Monitoring and Evaluation (M&E); Environmental Impact Assessment, Management; and Climate Change (Mitigation and Adaptation).

With his rich working experience, Abu Bakarr Sappay Foray-Musa has made significant contributions to various organizations and projects. His dedication, commitment and contribution as a valuable asset in the fields of environmental science and GIS has helped his skills in enhancing cartographic and analytical support for new range development proposals, land rehabilitation and maintenance efforts.

National land Commission Supported By the Sierra Leone Land Administration Project Continues Public Sensitisation on the National Commission and Customary Land Rights Acts 2022, in Bombali, Bo and Kenema Districts.
NLC's awareness raising on both the National Land Commission and the Customary Land Rights Acts of 2022, continues in the Bombali District norther Sierra Leone.
In attendance are, key land stakeholders, including paramount chiefs, personnel from the district councils, anti land grabbing unit of the Sierra Leone Police, the armed forces, Non Governmental Organisations (NGO's) working in land thematic areas.
Today 8th October, the NLC/SLAP team is in Bombali, and will proceed to Kenema on the 10th and to Bo on 11th October 2024.

The National Land Commission was established by an Act of Parliament in tandem with the ongoing Land Administration Reforms. The National Land Commission Act 2022 is aimed at securing effective and holistic land administration. The Act establishes two key bodies, namely the National Land Commission and the District Land Commission. 1. Job Title: Finance Manager
Location: Freetown, Sierra Leone
Reporting to: The Commissioner General (CG)

The Finance Manager of the National Land Commission (NLC) holds a vital role in overseeing the financial operations and management of the Commission. The roles and functions of this position are essential for maintaining the financial health and sustainability of the Commission. By ensuring sound financial planning, reporting, compliance, and risk management, the Finance Manager contributes to the overall effectiveness and accountability of the Commission.
The specific roles and functions of the Finance Manager would include the following:
1. Financial Planning and Budgeting: The Finance Manager is responsible for developing and implementing financial plans and budgets for the NLC. He or She analyse the financial Heeds of the organization, set budgetary targets, and allocate resources appropriately to support the Commission's operations and programs.
2. Financial Reporting and Analysis: The Finance Manager prepares and presents accurate and timely financial reports to the senior management and relevant stakeholders. He or She analyse financial data, track expenses and revenue, and provide insights and recommendations to support decision-making and ensure financial accountability.
3. Internal Controls and Compliance: The Finance Manager establishes and maintains robust internal control systems to safeguard the NLC's financial assets, ensure compliance with financial regulations, and prevent fraud or misappropriation of funds. He or She develop and enforce financial policies and procedures and conduct periodic audits to assess compliance and mitigate risks.
4. Cash Flow Management: The Finance Manager monitors the organization's cash flow, ensuring that funds are available to meet financial obligations and support on-going operations. He or She forecast cash requirements, manage banking relationships, and optimize cash utilization through efficient cash management practices.
5. Financial Risk Management: The Finance Manager identifies and mitigates financial risks faced by the NLC. He or She assess risks related to investments, borrowing, currency exchange, and financial transactions, and develop strategies to manage and mitigate these risks effectively.
6. Grant and Fund Management: If the NLC receives grants or funding from external sources, the Finance Manager oversees the financial management of these grants. This includes ensuring compliance with grant requirements, tracking the use of funds, preparing financial reports for donors, and coordinating with program managers to ensure appropriate financial stewardship.
7. Financial Policies and Procedures: The Finance Manager develops and implements financial policies, procedures, and guidelines to promote transparency, accountability, and efficiency in financial operations. He or She ensure adherence to relevant financial regulations, accounting principles, and best practices.
8. Financial Audits and External Reporting: The Finance Manager coordinates with external auditors to conduct financial audits of the NLC's accounts. He or She prepares financial statements and reports for external reporting purposes, ensuring compliance with statutory requirements and regulatory frameworks.
9. Stakeholder Engagement: The Finance Manager collaborates with internal and external stakeholders, including government agencies, financial institutions, auditors, and donors. He or She provide financial information, respond to inquiries, and maintain positive relationships to support the NLC's financial management objectives.
Qualifications and Skills:
• Bachelor's degree in Finance, Accounting, or a related field. Professional qualifications such as CPA or CFA are desirable.

Education:
· A minimum of a Master's degree in Geomatic Engineering, GIS, or related field from an accredited University or Institution.
· A PhD will be advantageous.

Skills and Experience
· At least ten (10) years of proven experience in land mapping, land management, and administration, with a track record of successful leadership in similar roles.

· Comprehensive understanding of geodetic networks and their roles in surveying, demonstrated through practical experience and academic achievements.
· Proficiency in GIS software and other relevant tools for mapping and analysis.
· Proficient in IT with strong programming skills in GIS databases – Oracle, SQL, Postgress/PostGIS, Python and R.

The Commissioner of the Registration Department, also known as the Registrar of Land Records, will play a crucial role within the National Land Commission of Sierra Leone. This position will oversee the Title Registry Department, ensuring the efficient operation of the land title registry system, maintenance of inventories of public and government lands, and the management of all registers, instruments, records, and interests in land across the country. The Commissioner will be accountable to the Commissioner General and will collaborate with other departments within the National Land Commission.

Essential Duties and Responsibilities
1. Manage the operation of a comprehensive land title registry system throughout Sierra Leone, ensuring accuracy, efficiency, and accessibility of land records.
2. Oversee the maintenance of inventories of public and government lands, ensuring updated and accurate records are kept.
3. Maintain a depository (electronic or manual) of all registers, instruments, records, and interests in land across the country, including encumbrances in or over land.
4. Supervise the processing and registration of land transactions, including transfers, leases, mortgages, and other interests in land.

· Extensive experience in land surveying, with a strong understanding of geodetic networks.

· Computer literacy and adaptability to evolving technological tools.

4. Job Title: District Land Commissioners (Four - 4)
Location: Bo, Kenema, Makeni and Portloko, Sierra Leone
Reporting to: Commissioner General (CG)
The primary role of the post is to provide technical support to Chiefdom and other land committees in the management and administration of customary land in the respective districts. The function includes overall land management within the district, monitoring land uses, conflict resolution on referred cases of land disputes, processing land titles and resettlement activities. The District Land Commissioners will be accountable to the Commissioner General and will collaborate with other departments within the National Land Commission.

Essential Duties and Responsibilities

1. Setup and maintain a comprehensive register of government and public lands in the district.
2. Setup and maintain a customary land title registry for the district which shall contain records of rights held by communities, families, and individuals to land in the district and records of land transactions in the district.
3. Issue customary land title or other certificates in the appropriate forms to holders of registered rights to land in the district.
4. Supervise parasurveyors and paralegals in the district or accredit persons wishing to operate as para-surveyors or paralegals;
5. Deploy parasurveyors and paralegals in each chiefdom through the chiefdom land committees to train and assist communities and families undertaking land registration.
6. Undertake administrative matters in the district relating to- Education and sensitization on environmental issues; Any other functions devolved by the ministry to the localities under the law relating to local government.
7. Provide land information services and other administrative functions necessary to facilitate land transactions.
8. Coordinate and oversee the work of the chiefdom land committees
9. Co-manage foreshores with the town or village Area Land Committee in the particular area.
10. Contribute to the formation and implementation of policies, plans, programs and projects for the identification, evaluation, conservation, distribution and management of customary land.
11. Prepares technical reports, briefs and responses as required.
12. Identifies the training needs of the District Land Commission and makes recommendations for the professional development of staff.
13. Assists in the development of the annual budget for the District Land Commission.
14. Represents the National Land Commission on various committees, conferences and seminars on land administrative matters.
15. Perform any other functions assigned to it by the Commissioner General.

Qualification Requirements
Education
· Bachelor's degree in land management, surveying, geometrics, public administration, or a related field from an accredited University or Institution.
· A Master's degree is preferable.
Skills and Experience:
· At least seven (7) years of progressive experience in land administration, land registration, or a related field, with a minimum of 3 years in a supervisory or managerial role.
· Strong knowledge of land laws, regulations, and procedures in Sierra Leone.

· Experience working with land registry systems and databases.

· Excellent leadership, communication, and interpersonal skills.
· Ability to work effectively in a multidisciplinary team environment.
· Ability to demonstrate the management of projects, prioritize tasks, and meet deadlines.

5. Job Title: Dispute Resolution Officers (Five-5)
Location: Legal Department, National Land Commission, Sierra Leone
Reporting to: Commissioner of Legal Affairs and District Land Commissioner
The primary role of the post is to undertake the delegated dispute resolution functions, powers and duties of the Commissioner of Legal Affairs under the National Land Commission Act 2022. The Dispute Resolution Officer will be required to be part of a professional team that is committed to delivering best-practice alternative dispute resolution from receipt of a complaint through to managing and resolving complex investigations in a changing regulatory landscape within the operations of the National Land Commission Legal Affairs Department.

Essential Duties and Responsibilities

1. Dispute Mediation: Facilitate the resolution of land-related disputes through effective mediation, negotiations, and alternative dispute resolution methods.
2. Legal Analysis: Conduct thorough legal analysis of disputed cases, interpreting relevant land laws and regulations to provide well-informed recommendations for resolution.
3. Documentation Review: Review and analyse legal documents, including land titles, deeds, and contracts, to assess their validity and relevance to on-going disputes.

5. Court Representation: Represent the National Land Commission in legal proceedings related to land disputes, presenting cases, and providing legal arguments in court.
6. Policy Development: Contribute to the development and enhancement of policies and procedures related to land dispute resolution, ensuring alignment with legal standards and best practices.
7. Training and Awareness: Conduct training sessions for staff and stakeholders on dispute resolution mechanisms and legal aspects of land-related matters.
8. Record Keeping: Maintain detailed records of dispute resolution activities, decisions, and outcomes, ensuring accurate documentation for future reference.

Qualification Requirements
Education:

· Bachelor's degree in Law; Master's degree or specialized training in dispute resolution is a plus.
· Applicant must be entitled to practice as a Barrister and Solicitor of the High Court of Sierra Leone
· Applicant must possess a valid practicing Certificate issued by the General Legal Counsel -Sierra Leone.
Skills and Experience:

· Applicant must have a minimum of five (5) years’ experience practicing law in Sierra Leone particularly with proven experience in matters relating to alternative dispute resolution in land administration, land governance, or land law, is usually expected.

· Proven experience in handling land-related disputes within a legal framework.
· In-depth knowledge of Sierra Leone's land laws, regulations, and dispute resolution mechanisms.

6. Job Title: Office Assistant (Four-4)
Location: Bo, Kenema, Makeni and Portloko Sierra Leone
Reporting to: Administrative Officer and District Land Commissioner
The Office Assistant for the National Land Commission plays a crucial role in providing general administrative support and assisting in the smooth functioning of the office. The Office Assistant performs a variety of clerical tasks, maintains office supplies, assists in recordkeeping, supports the overall operations of the organization and undertakes other office/commission runs as assigned by supervisor.

Essential Duties and Responsibilities
1. Perform general clerical duties, such as photocopying, scanning, filing, and organizing documents.
2. Manage incoming and outgoing mail, including sorting, distribution, and proper recordkeeping.
3. Maintain office supplies inventory and place orders as needed to ensure availability.
4. Assist in coordinating and scheduling meetings, appointments, and travel arrangements.
5. Greet visitors, answer phone calls, and direct inquiries to the appropriate personnel.
6. Assist in the preparation of meeting materials, presentations, reports, and other documents as required.
7. Help maintain office cleanliness and organization, including tidying up common areas and workspaces.
8. Provide support in organizing and executing office events, workshops, or conferences.
9. Assist in data entry and recordkeeping, ensuring accuracy and confidentiality.

The Driver for the National Land Commission is responsible for providing safe and reliable transportation services to authorized personnel and assisting in the efficient operation of the organization. The Driver ensures the proper maintenance and cleanliness of assigned vehicles, follows traffic regulations, and prioritizes safety at all times.

Essential Duties and Responsibilities

1. Safely and responsibly operate assigned vehicles, following traffic rules and regulations, to transport authorized personnel and guests to and from designated locations.
2. Maintain the cleanliness and upkeep of assigned vehicles, including regular cleaning, fuel, and performing routine maintenance checks.
3. Monitor vehicle condition and promptly report any mechanical issues, accidents, or damages to the appropriate authorities and follow the established procedures.
4. Ensure the availability of necessary vehicle documents, such as insurance papers, registration, and required permits, and keep them updated.
5. Plan and manage travel routes to optimize efficiency, taking into consideration traffic conditions, time constraints, and safety measures.
6. Assist passengers with loading and unloading luggage, packages, or equipment, ensuring their safe handling.
7. Adhere to the National Land Commission's policies and procedures regarding vehicle use, safety guidelines, and security measures.
Maintain accurate records of vehicle usage, including mileage, fuel consumption, and maintenance activities.
9. Coordinate with the administrative staff to schedule vehicle maintenance, inspections, and repairs as required.
10. Follow guidelines for personal safety and security, including securing the vehicle when unattended and safeguarding personal belongings,

Qualification Requirements

· Good knowledge of vehicle maintenance and basic troubleshooting.

Location: Freetown, Sierra Leone
Reporting to: Administrative Officer
The Cleaner for the National Land Commission is responsible for cleaning office/commission and environment and undertaking other office/commission runs as assigned by supervisor.

Essential Duties and Responsibilities
1. To ensure that office/commission premises are clean and tidy both in and outside.
2. To take care of the garden by pruning and watering and keeping it clean.
3. Ensure tea items are ready for staff to have tea/coffee.
4. To ensure the safety of NLC property.
5. Serve as security guard for the early period of the day in the Admin office/commission. 6. Help with photocopying, binding and other office/commission runs.
7. Maintains cleanliness of the generator and its surroundings.
8. Ensure that all properties under his/her care are secured from loss or damage at all times.
9. Is NOT to use office/commission properties for unofficial purposes or after working hours without prior approval.
10. Must NOT consume alcohol or drugs while on duty and should not smoke in the office/commission
11. Other duties may be requested as needed
