WORLD: ‘เมือง 15 นาที’ แนวคิดใหม่สู้ภาวะโลกร้อน
ครึ่งแรกของปี 2020 คนในโลกเปลี่ยนความสนใจไปที่โรคโควิด-19 ที่เรียกได้ว่า “สะเทือนโลก” ไม่ใช่แค่สุขภาพ แต่รวมถึงมิติเศรษฐกิจหรือกระทั่งการเมือง
จนผู้คนหลงลืมว่า ช่วงปีสองปีก่อนหน้านี้ ‘ภาวะโลกร้อน’ เป็นเรื่องใหญ่ที่สุดและเป็นวาระของโลก หลายประเทศต่างร่วมมือกันลดการปล่อยก๊าซคาร์บอนไดออกไซด์ทุกวิธี
พอเข้าสู่ครึ่งปีหลัง หลายประเทศเริ่มตั้งสติได้ เรื่องโลกร้อนก็กลับมาอยู่ในโฟกัสอีกครั้ง พร้อมกับไอเดียใหม่ๆ ที่น่าสนใจ
และหนึ่งในไอเดียที่เตะตามากๆ คือ ‘เมือง 15 นาที’

1.
อะไรคือ ‘เมือง 15 นาที’?
เมือง 15 นาที เป็นแนวคิดที่มีรากฐานมาจากการวางผังเมือง รากฐานแนวคิดนี้มองว่า เมืองที่จะมีชีวิตชีวา เมืองที่ผู้คนจะมีคุณภาพชีวิตที่ดี สิ่งจำเป็นต่างๆ ต้องอยู่ใกล้กัน ย่านละแวกบ้านต้องแข็งแรงและครบเครื่อง
แนวคิดแบบนี้ปรากฎอย่างเด่นชัดในหนังสือ The Dead and Life of Great American Cities ของ Jane Jacobs มาตั้งแต่ปี 1961
แม้แนวคิดดังกล่าวจะมีอิทธิพลต่อการออกแบบและวางผังเมืองมานาน แต่ก็กลายเป็นของเก่าไปตามกาลเวลา จนกระทั่ง Carlos Moreno นักวิชาการชาวฝรั่งเศสนำแนวคิดนี้มา “รีแบรนด์” แล้วเรียกมันว่า ‘เมือง 15 นาที’
ไอเดียของ Moreno คือถ้ามนุษย์กำลังอยู่ในภาวะโลกร้อน วิธีง่ายๆ เราก็แค่ต้องใช้รถยนต์น้อยลง เดินให้มากขึ้น และสิ่งที่จะต้องเปลี่ยนให้สอดคล้องกับ “ความจำเป็น” นี้ ก็คือ “เมือง”
Moreno มองว่าการออกแบบเมืองต้องมีร้านขายของชำ สวนสาธารณะ ร้านกาแฟ ศูนย์กีฬา ศูนย์สุขภาพ และโรงเรียนอยู่ในระยะที่คนเดินจากที่พักได้ภายใน 15 นาที ไม่ว่าเขาจะอยู่ที่ไหนของเมือง
จะเห็นว่าไอเดียนี้เป็นไอเดียง่ายๆ ไม่ซับซ้อน ก็แค่จัดวาง “สถานที่จำเป็น” ทั้งหมดอยู่ในระยะที่มนุษย์ทั่วๆ ไปสามารถเดินจากที่พักไปได้ เพื่อลดการใช้รถยนต์
แต่ “กิมมิค” ที่ทำให้ไอเดียนี้ทรงพลังก็คือชื่อเรียกที่ว่า ‘เมือง 15 นาที’

เนื่องจากเป็นฝรั่งเศส ไอเดียเจ๋งๆ นี้จึงไม่ได้วนอยู่แค่ในวงวิชาการ แต่ผู้ว่าฯ กรุงปารีสอย่าง Anne Hidalgo ได้ใช้ไอเดีย ‘เมือง 15 นาที’ เป็น “แคมเปญ” ในการลงเลือกตั้งผู้ว่าสมัยที่ 2 ในปี 2020 (เธอเป็นสมัยแรกในปี 2014)
และเธอก็ได้รับเลือกซ้ำไปเรียบร้อย เมื่อเดือนมิถุนายนที่ผ่านมา
ไอเดียของ Hidalgo ก็ตามแนวคิดของ Moreno เลย นั่นคือเธอจะพยายามจัดเมืองปารีสใหม่ให้สถานที่สำหรับสินค้าและบริการที่จำเป็นทั้งหมดอยู่ในระยะเดิน 15 นาที
นี่อาจเรียกได้ว่าเป็น “โปรเจคต่อยอด” เพราะ 6 ปีที่ผ่านมา ช่วงที่เธอเป็นผู้ว่าฯ กรุงปารีสสมัยแรก ผลงานที่โดดเด่นของเธอคือการเปลี่ยนเลนถนนจำนวนมากให้กลายเป็นเลนจักรยาน เพื่อลดการใช้รถยนต์และสนับสนุนการเดินทางแบบ “สะอาด”
โปรเจคเปลี่ยนถนนเป็นเลนจักรยานถือว่าประสบความสำเร็จมาก เพราะทุกวันนี้คนปารีสนิยมใช้จักรยานกันมากขึ้นอย่างเห็นได้ชัด

นอกจาก Hidalgo แล้ว ผู้ว่าฯ และรัฐบาลของเมืองใหญ่ทั่วโลกต่างก็มีแผนทำนองเดียวกัน และขับเคลื่อนให้เกิดขึ้นในช่วง 4-5 ปีที่ผ่านมา นั่นคือการพยายามลดการใช้รถยนต์ของประชาชน
ความจริงจังในระดับ ‘หักโค่น’ กับภาวะโลกร้อน คนไทย (บางส่วน) อาจมองด้วยสายตาที่เข้าใจได้ยาก เช่น บางคนอาจตั้งคำถามว่า ทำไมคนตะวันตกรุ่นใหม่จำนวนมาก ถึงเลือกที่จะ “ไม่เกินเนื้อสัตว์” เลือกที่จะไม่ไปเที่ยวด้วยเครื่องบิน ฯลฯ เพราะทั้งหมดนั้น คือสาเหตุที่ทำให้โลกร้อน ในขณะที่คนไทยอาจรู้ แต่อาจยังไม่ตระหนักว่า นี่คือส่ิงที่ควรลงมือทำให้เกิดขึ้นทันที
และนี่ก็น่าจะเป็นสาเหตุที่ทำให้คนไทยยากจะฝันถึง ‘เมือง 15 นาที’ กับคุณภาพชีวิตดีๆ ที่ลงตัว เพราะอย่าว่าแต่รัฐบาลเราไม่จริงจังเรื่องลดโลกร้อนเท่าเขาเลย
ตัวเราเองก็ไม่ได้จริงจังเท่าเขาเช่นกัน
