According to state regulations, parking spaces in the residential complex should be many times larger than the current one. But developers ignore these requirements, as well as those who issue permits.

On October 22, a 25-storey residential complex UNO City House with 263 apartments was put into operation in the Shevchenko district of Kiev. For the skyscraper, the prices for two-room apartments in which start at UAH 2.64 million, the developer - ISK Obriy - has provided an underground parking. But - only 24 parking spaces.
The complex, where active work began in February 2020, is located at st. Elena Teligi, 25. Across the road - the memorial park "Babi Yar" and the metro station "Dorogozhichi". The area surrounding the residential complex is densely built up with five to seven-story buildings of the Soviet period.
There are no alternative parking areas in the immediate vicinity of the new building.
Obviously, after settling in a house in which more than 95% of apartments have already been sold, the adjacent territory will be filled with cars of new tenants. UBR.ua figured out how such a situation was allowed.
How many parking spaces should there be
In a conversation with UBR.ua, real estate expert Victoria Bereshchak explained that the number of parking spaces in the UNO City residential complex does not comply with the State Building Regulations (GSN, Ukrainian abbr. - DBN). According to them, the expert says, the number of parking spaces in the building is determined based on the number of apartments with one room, as well as with two or more.
In the central part of the city (to which the Shevchenkivskyi district can be attributed), a coefficient of 0.5 is applied to one-room apartments, a coefficient of 1 is applied to two-room apartments and more. , and for the rest it decreases to 0.8.
Up to 25% of Kiev new buildings do not provide parking
Even if UNO City consisted of only one-room apartments, the complex should have been equipped with a parking lot for 131 spaces. However, Bereschak notes, based on the plan and the number of floors of the residential complex, there are approximately 149 one-room apartments in it. Another 84 apartments have two rooms, 26 - three rooms. There are also four duplex apartments with four rooms in the complex.
Based on this, if we attribute the location of the residential complex to the central part of Kiev, it should provide for 189 parking spaces. If not to the central one, then 166.
However, Bereschak emphasizes, only parking spaces for the residents of the complex are taken into account in these calculations.
"According to the GOS, the residential complex must have parking spaces for guests. Their number must be at least 15% of the parking spaces for residents," she said.

That is, in the case of the Uno City residential complex, in addition to parking for residents, the complex should have provided for another 25 to 28 parking spaces for guests (depending on whether the Dorogozhichi metro area is considered central or not).
What can justify a developer
One of the possible reasons for the low number of parking spaces in the complex, Bereshchak suggested, may be the fact that the developer "ISK Obriy" "entered" the project only in 2016. Prior to that, on the site at 25 Elena Teligi, the construction of a residential building was repeatedly planned, but each time it was canceled.
Back in Soviet times, the site was not built up due to the discovery of the remains of the dead by the builders - presumably, executions took place here during the war.
In 2005, the Kyiv City Council approved the construction of a 25-storey building on the land plot, which also provided for underground parking.

The work, the customer of which was Alimpex-Mertinger LLC, and the contractor - Trest-Kievgorstroy, began in 2008 and should have been completed in 2010. But due to the financial crisis, they were never completed - only the foundation, the frame of the first floor and the structure of the underground parking were erected.
Thus, "ISK Obriy", having bought out the unfinished construction in 2016, continued to develop the already started project.
However, in the resolution of the Kyiv City Council, which allowed the start of construction for Alimpex-Mertinger LLC, it appears, writes the 3m2 edition, that in the project of a residential building "it is necessary to provide places for permanent storage of transport (except for open parking lots), in an amount that is not less than the number of apartments in this house "(paragraph 3 of the decision of the Kyiv City Council of January 27, 2005 No. 86/2662).

Whether this decision was changed and, if so, why, it is not clear.
ISK Obriy refused to comment to UBR.ua on the reason for the low number of parking spaces in UNO City RC.
Why the project of the residential complex was approved
At the same time, Bereshchak points out that the regulatory authorities should have checked the compliance of the residential complex with the GOS rules for the number of parking spaces before approving the project documentation.
