Massachusetts is heading into what could be one of the most consequential ballot fights in recent memory, a proposed statewide rent control ballot question for November 2026. Supporters have already gathered enough signatures to move the measure forward, meaning voters across all 351 cities and towns may be asked to approve mandatory rent control that caps annual rent increases at either inflation (CPI) or 5%, whichever is lower. But before you scroll past, this isn’t just about rents. This proposal has real consequences for property owners, housing supply, investment, and property rights.
Here’s what real estate leaders are warning about:
🚫 It could worsen the housing crisis. Experts say one-size-fits-all statewide rent control will likely reduce the supply of quality rental housing, because limits on rent growth discourage investment and maintenance.
🏗 It could deter new housing construction. Developers and investors look at expected returns. Strict rent caps make many projects financially untenable, potentially slowing down desperately needed new housing.
💸 It could hurt small landlords and property owners. Many small owners operate on tight margins already. Artificial caps on rent without accounting for increased costs like property taxes, insurance, repairs, and inflation could force owners to sell, convert rentals to condos, or exit the business entirely.
📉 Property rights matter! This initiative would reverse decades-old policy in Massachusetts. The state banned rent control in 1994 because past rent control regimes were shown to shrink the rental stock and suppress investment.
