We submitted this flooding problem to Call. Click. Connect. with the City of Alexandria in May 2018. This is not a new problem, but it is an uncorrected issue that continues to damage Auburn Village under the buildings every single time it rains. This problem has existed for at least 29 years and a repair date has NEVER BEEN A PRIORITY for Alexandria. This was the response in May 2018.

At 6:56PM on May 14, 2018, a Flash Flood Warning was issued by the National Weather Service (NWS) and was in effect until 9:46PM that evening Flash Flood Warnings are intended to warn the public of impending storm events that will likely flood local storm sewers and flood local streams. This appears to be what occurred on May 14th at E Glebe and Commonwealth. This area is known to be prone to flash flooding for several reasons. To alleviate previous repetitive flooding of the area, a capital improvement project to install new and enlarged inlets in the curb and gutter along the south side of E Glebe Rd was constructed in 2012 that significantly reduced the frequency of flooding at the sidewalk. This last storm’s flooding, on May 14th, was too much rain too fast for the system to convey without flooding. It was later discovered by a subsequent inspection that there was a partial blockage further down the storm sewer line from at E Glebe and Commonwealth. This may have contributed to the extreme flooding on May 14th but may also have formed due to additional rain events since. In either case, our Public Works Services staff has put the storm sewer system near E Glebe and Commonwealth on a more frequent inspection schedule to help keep the system clear.
The City is in the process of updating the Stormwater Management Capital Improvement Program (CIP) to increase the storm sewer system capacity, including the storm sewer system at E Glebe and Commonwealth. The City has identified nearly 100 areas in the City for improving capacity that is needed for the storm sewer system to handle more rain more quickly. The City recognizes this need because it is expected that more storms like the one that occurred on May 14th will happen more frequently, due to ongoing global climate change.
Increasing capacity of the storm sewer system at E Glebe and Commonwealth, and dozens of other locations in the City, is an integral part of the Stormwater Management CIP. Funding for the Stormwater Management CIP is provided by the Stormwater Utility fee. However, funding is limited and projects compete based on risks and priorities. Plans for future improvements, including those identified at E Glebe and Commonwealth, are reviewed annually to ensure we are focusing on the right priorities. Staff is working to include these recent flooding events at E Glebe and Commonwealth to adjust allocation priorities where appropriate.
