At the center of it all, lies Eastport Landing, a village center designed to bring Annapolitans together to shop, dine and socialize. Originally constructed as Eastport Plaza in 1961, the center was developed

by Charles Liff. Over 55 years later it is still owned and operated by the founding family. Eastport Landing’s legacy continues through transformative activation of former vacancy into a vibrant mixed-use community. The redevelopment portion of the project sits on approximately 2 acres that formerly housed a movie theater and a gas station. The healthy mix of new uses will include 127 elegantly appointed apartments, 9000 square feet of marketplace retail featuring procured, local food offerings, outdoor gathering space, seasonal offerings and 1000 square feet of art and community space. The entire project will benefit from environmental upgrades to stormwater management, state-of-the-art landscaping and plantings, a local community marketplace, walkable promenades, outdoor seating, firepits, a community arts room and numerous outdoor gathering areas. Eastport Landing will have an extensive positive impact on Annapolis, its economy, and its future.

Last Friday, after much deliberation, we filed an appeal with the City on the Director of Planning and Zoning’s findings of the allowable density at Eastport Shopping Plaza. The Directors findings are not grounded in sound argument or law and are contradictory to his previous opinions on the same subject matter.

Despite repeated requests, the Director has refused to provide written clarification and confirmation of our interpreted unit count. Under our interpretation of his findings, we cannot deliver the project we promised the community and ultimately revitalize the Eastport Shopping Plaza.

After years of working in good faith alongside the City and the community to deliver a sustainable mixed-use project, we remain appalled at how the City has failed to follow any of their own legal processes. It’s time for a different governing body to provide clarification and hold the city accountable.

Our say: You can say this much for the city's Department of Planning and Zoning and its director, Pete Gutwald: They've managed to temporarily unite the would-be developers of The Lofts at Eastport Landing and the project's opponents.
