This is Wolf. I spent many years on unsuccessful efforts to transform that old house into a functioning, financially self-sufficient, public park facility. I was followed by Colleen, who spent about 10 years developing a master plan and securing all the necessary permits to accomplish the mission. Then, along came COVID and everything changed. Costs spiraled upward, and the energy to overcome yet another obstacle was just not there. The $3 million set aside for the house in a 2018 bond election was transferred by the Parks Department to other projects already functioning. Our parks have never received the funding needed to keep them in top condition and properly care for items on the "deferred maintenance" list.

Today, the house is still there, and all those who once spent untold hours and money repurposing it have dispersed. I have moved on to a project involving people in the dysfunctional Texas prison system.

The house is structurally sound and completely ready for a new life.....contrary to the assessment offered by detractors who have avoided promoting its future potential. What is missing is a new champion.

Who will take up the torch and rally others to finally create a strategy to give new life to this property that has been waiting for 40 long years?

Last November the Austin Parks Department submitted its most recent review of the Norwood House project. This is a draft report that was sent to council members as they are the ones who will vote on the options presented. There are essentially two options.....a very high cost fix or demolition.

NORWOOD'S LAST STAND!!!

Tomorrow (4-6-2025) is the SRCC potluck. Members of the Revive Norwood Alliance will have a table to hand out literature and solicit volunteers. SRCC members and others have prevented that house from demolition by neglect. Forty years of attempted reuse have failed. Now it is Norwood's last stand. A Parks Department report identifies two options. Demolition or a very high-priced reconstruction. RNA believes it's time for the city to step up and help fix up what they have neglected for over 40 years. We know that a house can be publicly usable for far less than the report states. Consider signing up for things like visiting a council member, or locating contractors and material suppliers for discounted or donated services/goods. The future of the house will be decided by the council. Membership is not required, bring eats. Meet your neighbors. Save Norwood!!!

RE: Norwood House

Dear Ms. McNeeley,
The South River City Citizens Neighborhood Association (SRCC) has long sought to restore the Norwood House. SRCC’s vision is to create a beautiful place for use and enjoyment by the citizens of Austin. However, we are concerned about the continued neglect of this city asset. In this letter, we state those concerns.

SHORTY HISTORY: The Norwood House has been on the deferred maintenance list for 38 years. Throughout those years, conscientious and diligent volunteers have maintained their objective to reconstruct the house and restore the surrounding area. The most recent effort by the Norwood Park Foundation (NPF) lasted ten years and resulted in the creation of a shovel-ready project. NPF volunteers worked directly with PARD staff to transform the property. They created the necessary designs, secured required City permits, and identified $2.9 million from a 2018 bond issue that could have been allocated to the Norwood Project. Then the pandemic shut everything down. Construction costs skyrocketed. Once construction resumed, the new bids for the project were significantly higher. At this point, the volunteers tried to find professionals to oversee the project. A successor was not found by the time NPF dissolved and terminated the Parkland Maintenance and Improvement Agreement in December 2022. PARD has reported that neither the Trail Conservancy nor the Austin Parks Foundation was able to add Norwood to its ongoing work.

A Norwood inquiry with CM Qadri’s office in August 2023 revealed that PARD decided to “reassign” the $2.9 million previously allocated to the Norwood Project to remodeling the Barton Springs bathhouse. That information set off red flags for a number of concerned neighbors and the seeds of the Revive Norwood Alliance (RNA) were planted. On January 22, 2024, RNA member Saira Rabbani used the public comment period of the monthly Parks and Recreation Board meeting to advise the Board of our intent to resume the NPF’s operations. The group made a connection with PARD Director McNeeley that resulted in a meeting between RNA and PARD management on January 30, 2024. At that meeting, PARD indicated that it was open to considering funding options for rehabilitating the house. At the same time, they left other options on the table, such as removing the house and creating a viewing platform.

CURRENT STATUS: SRCC restates its ongoing and official stance that the organization supports renovation of the house. We believe the house is ready for rehabilitation and has significant ties to the historic community. Therefore, we find that demolishing the house and replacing it with interpretive signage is not acceptable. Although Norwood is our direct neighbor, it is a citywide resource that has substantial appeal. It is the position of SRCC that house renovation best serves the citizens of Austin, the neighborhood, diverse user groups, and honors the many years of volunteer work invested in this project. Accordingly, we support the goal of the Revive Norwood Alliance to proceed with house renovation and eventual infrastructure improvements that will make the Norwood House a usable and self-sustaining public park facility.

For the past 40 years, a series of SRCC volunteers and others have tried, without success, to encourage the Parks and Recreation Department to join volunteers' efforts to transform the Norwood property into a usable public park facility. PARD has always encouraged interested parties to do what they can. At the same time, there has never been any proactive action on their part. What they are skilled at is responding to complaints.

In 2008 the parks director wished an intrepid group of residents to get to work.....just know that we have no money to help. All these years later, a new group of persistent volunteers assembled to build on the substantive work of the Norwood Park Foundation.

Members and friends of the Norwood Park Alliance believe the time has come to finally realize the dream of Travis Heights residents and their friends. Today, we sent an introductory letter to new PARD Director Jesus Aguirre and requested a meeting. This has always been a people's project. We need and welcome participation by anyone interested in common sense use of public and private resources in relation to public properties.

Welcome to your new position as Director of the Austin Parks and Recreation Department. We are happy to learn you bring broad experience working collaboratively with public, private, and non-profit sectors on park-related matters.

We are the Revive Norwood Alliance (RNA), the latest group of community volunteers allied to promote the reconstruction and repurposing of the PARD-owned Norwood property, located in the Travis Heights neighborhood. Community efforts to utilize the tremendous potential of that property began 40 years ago when it was purchased with general obligation bonds in 1985.

We believe the time has come for all stakeholders to work together to realize the well-documented vision of our neighborhood.

In November 2024, PARD staff submitted a draft report to the council and stakeholders proposing three options for the future of the site. RNA met with PARD staff on December 17, 2024, during which we reaffirmed the commitment of our neighborhood (See letter from South River City Citizens (SRCC)) to revive what remains of that once-striking arts and crafts bungalow. Once reconstructed, the house would serve multiple community purposes, benefiting not just this part of south Austin but the entire city.

We would very much welcome meeting to acquaint you further with the Norwood Project. In the spirit of innovation and thinking outside the box, we look forward to working together.

Last Friday, the Parks Department (PARD) released a rough draft of options for the future of the Norwood House. They include demolition followed by a "viewing platform", demolition and "let it be", or reconstruction. It is now up to the City Council to consider alternatives.
The Revive Norwood Alliance (RNA), along with SRCC, support reconstruction. The Master Plan created by the Norwood Park Foundation, working hand in glove with PARD staff over ten years, is now projected to cost between $20 & $25 million.
RNA envisions a far more modest and affordable plan that fully honors the history of the site and the tremendous amount of volunteer time dedicated to giving that public property new life.
