Portland Area Rental Owners Association We are an all volunteer, member based, non-profit organization of rental owners and managers, who care about sensible, legal & profitable landlord methods.

The Portland Area Rental Owners Association is dedicated to helping our members become better property managers through our educational seminars and by providing up-to-date legal forms written specifically to conform to Oregon Law. ely help all of us become better and more profitable landlords. Our educational seminars are available to members and all real estate licensees for continuing education credits. In addition to educating our members on the current laws in Oregon we are lobbying on the state and local levels to help protect our members’ best interest when new laws are written. Our mission is to provide our members with the tools to support their commitment to professionalism in the management of their properties and businesses. Even though it may take a little more work and cost slightly more upfront, our belief is that “doing things right” increases profitability in the long run and minimizes the headaches and potentially significant expense associated with problem tenants. We are committed to providing our members with the resources and information necessary to achieve this goal.

Oregon landlords — two important laws just took effect in early June 2026: SB 1523 (payment portals & non-electronic alternatives) and HB 4123 (tenant data confidentiality). I’ve summarized exactly what changed and created a short compliance checklist you can use this week.
Key takeaways:
• Offer commercially reasonable non-electronic payment options (checks accepted) and provide printable or printed applications on request.
• If you use app-based building access, offer at least one non-phone alternative (key, fob, code) and document requests.
• Audit forms and staff practices to prevent “knowing” disclosures of protected tenant data (SSNs, immigration status, medical info); violations carry statutory damages.
Action items for this week: update lease/addenda language, post or be ready to provide printable applications, hold a 30-minute staff huddle on data-handling, and document every request and response. Need ready-to-use Oregon forms or a compliance review? PAROA members get attorney-vetted forms and Helpline support — and if you want step-by-step help, Northwest Rental Property Management can take it off your plate. Landlords and property managers: protect your interests with clear de-escalation and documentation steps. Start by calmly addressing the issue, collect dated photos, messages, and witness names, and keep a written log of every interaction. Use simple communication templates—state facts, request action, and set reasonable deadlines. If the problem continues, know when to escalate: gather your evidence packet, note timelines, and consult legal counsel. Benefits? Fewer contested evictions, stronger legal standing, and smoother tenant transitions for Portland, Beaverton, and the broader Portland Metro Area. Need guidance or training?
