Portland just got the finished Social Housing Study — and it matters for every private landlord here. I read PHB’s August 31 report so you don’t have to. Bottom line for owners: the bureau recommends pilots (co-op conversions, land purchases with the $17.5M set aside), stronger tenant-stability rules, and clearer acquisition strategy — but it does not recommend launching a new limited‑profit development program with current PHB funds.

What I’m watching (and what you should, too):
• Acquisition activity using the $17.5M — treat outreach or RFPs as real bids and run your numbers.
• Pilot TOPA/COPA workstreams and shared-equity conversion pilots — these can change sale timelines and buyer pools.
• Rental Services Office expansion and proactive-inspection pilots — insist any new triggers have clear, appealable processes.
