Rent covers these key costs for landlords/investors:
1 Investor returns/profit
2 Property taxes
3 Maintenance & repairs
4 Insurance
5 City licensing & fees
6 HOA dues and fees (where applicable)

Underpinning most of these are wages, energy costs, and insurance premiums.

To lower rents without increasing the number of rentals, some of these costs would need to come down.

Golden Valley 9.775%

-Dakota County all cities are 8.125%

-Scott County all cities are 8.375%

-Carver County 8.525% with one exception:
Chanhassen 8.875%,

-Ramsey County 8.375 with some exceptions:
St. Paul 9.875%, Roseville 8.875%, West St. Paul 8.625%

-Washington County 8.375% with some exceptions:
Woodbury, Oakdale, Stillwater are all 8.875%
