Oregon REALTORS has released another Call For Action for House Bill 3974.

What is HB 3974? - HB 3974 would limit tenant screening fees to $20, even though the average cost to complete a tenant screening is about $50. If HB 3974 passes, landlords will be unable to offset their costs when obtaining a screening report. One way or another, everything has a cost, and HB 3974 will not change the basic economics of operating a business. If this bill passes, the cost recovery mechanism will simply be shifted, such as through increased rents. This will make both landlords and tenants worse off than they are under the status quo.

Oregon law already limits tenant screening fees to the landlord’s average actual cost of screening applicants, requires landlords to return the fees to prospective tenants if the screening is never completed, and prohibits a landlord from charging a prospective tenant more than one applicant screening charge within any 60-day period, regardless of the number of rental units owned (ORS 90.295).

When – The House Committee on Rules will be holding a hearing on HB 3974 today, Monday, June 2, 2025.

How you can help – We need your advocacy to prevent the bill from advancing. Oregon can’t solve its housing affordability issues by making it more expensive for housing providers to operate. Oregon REALTORS has released a Call For Action for SB 426-A. We cannot allow this bill to pass without recognizing its true implications.
What is SB 426-A? SB 426-A places an undue burden on homeowners, making them liable when a subcontractor fails to pay its workers, even if the homeowner has fully paid their general contractor and has no relationship with the subcontractor. This is fundamentally unfair. This bill passed the Senate and was initially presented in the House with the promise that most homeowners were exempt from liability, a claim that has since proven to be incorrect.

The House Committee on Labor and Workplace Standards is set to vote on SB 426-A this Wednesday, and we need your immediate attention and action!

Good Morning CCBR Members,

Oregon Realtors released a Call For Action this morning.

There is a hearing THIS MORNING for SB 426, a bill that would make homeowners liable to any non-union construction worker who is not paid by the company that employs or contracted with the worker(s), even if the homeowner paid the employer. While everyone should be paid for their work, holding a homeowner who has acted in good faith and fulfilled their contractual obligation to pay for construction services liable for the failure of a contractor to pay their workers is fundamentally unfair.
In addition to unpaid wages, SB 426 could make a homeowner also liable for:
• Interest and penalty wages,
• Damages,
• Attorney fees, and
• Other costs associated with the worker's legal action.

Please take a moment to complete our Call For Action to email your Senator and tell them to reject SB 426!
