Urgent: Protect Oregon’s Mortgage Interest Deduction - Hearing on Monday (2/16)!

HB 4136 has a public hearing on Monday (2/16) and the bill would increase taxes on some homeowners by thousands of dollars per year. Email the House Revenue committee now and tell them to oppose HB 4136!

For decades, Oregon has followed federal law and allowed homeowners to deduct mortgage interest on their Oregon taxes. On Monday, legislators will hear HB 4136 which breaks away from federal law and eliminates the Oregon Mortgage Interest Deduction for owners of second homes, including for homeowners with existing mortgages.

While HB 4136 targets second homes, Oregonians should be clear-eyed about what comes next. Legislators have repeatedly attempted to weaken or eliminate the Mortgage Interest Deduction for primary residences in the past. Once Oregon moves away from national Mortgage Interest Deduction policy, it is only a matter of time before legislators limit deductions for primary residences.

HB 4136 eliminates the mortgage interest deduction for second homes beginning in the 2026 tax year. The bill says that the money saved by the state will be used for downpayment assistance programs beginning in 2028. But the money goes to the General Fund, and there is no guarantee that legislators won’t divert it to other priorities. More importantly, taking away tax deductions from homeowners is not the right way to pay for downpayment assistance.

For an Oregonian purchasing a $500,000 home at today’s interest rates, losing the Mortgage Interest Deduction would mean a tax increase of roughly $2,500 in the first year alone—and nearly $50,000 over the life of a 30-year mortgage. That’s real money taken out of family budgets.

Limiting the MID doesn’t just make homeownership more expensive—it tilts the playing field in favor of wealthy, cash-heavy investors who don’t need mortgages, while working Oregonians shoulder higher taxes.

Oregon already has strict limits on the Mortgage Interest Deduction. Under state and federal law, homeowners may only deduct interest on up to $750,000 in total mortgage debt, covering primary residences, second homes, and qualifying home equity loans combined. Further restrictions are unnecessary and harmful, whether aimed at second homes today or first homes tomorrow.

Take action now! Send a pre-written message to members of the House Committee on Revenue urging them to oppose changes to the Mortgage Interest Deduction and to protect this critical support for Oregon homeowners—before it’s gone for good.
