A pre-drywall inspection gives your home inspector the equivalent of "x-ray vision", as demonstrated here by licensed inspector Jeremy Simpson. It also is a great opportunity for the buyer to take a lot of pictures so that when the day comes to hang something heavy (like a TV), you know where the studs are, and what to avoid (like plumbing and wiring).

Q. Our microwave went out. What area electrician(s) will work with our warranty company?

A. If the unit is completely dead--i.e., the clock and surface lights don't work, check for a tripped circuit breaker by plugging a lamp into the 110V outlet.

If there is power, but the cooking function does not work, the magnetron tube may have blown. In that case, you need an appliance repair person, rather than an electrician.

Call the warranty company to get a claim number assigned. Remember, the warranty will not cover the claim without telephone approval. (The steps are on the first page of the warranty brochure.)

The warranty you purchased allows you to choose your own vendor. (Most warranty companies have their own list of preferred service persons.) Your warranty company might have a recommendation of someone whom it has worked with, in the past. If not. when calling a repair company, mention the warranty up front.

Most repair companies advertise which brands they service, and are likely to have parts on hand. If not, they know that parts, even for older units, may be available from local suppliers like Cashwell in south Raleigh. Occasionally, parts may need to be ordered. Fortunately, parts are interchangeable over many model years.

Q. A seller gave me this Disclosure Statement. What is “No Representation”?

North Carolina is a voluntary disclosure state. A seller must give you the form, but the seller has the option of making no disclosure on any or all items. Usually, the Non Representation column is used by sellers who reasonably could NOT know the answer because the Seller has not occupied the home--like an estate sale, a bank which got the property via foreclosure, or a home which has been rented.

In this case, the Seller is saying that he does not know what kind of pipes are used in the plumbing system. This is common; many homeowners don't know the answer to that question.

Of course, a property disclosure statement is not a substitute for a home inspection. Owners sometimes miss items on this complicated form, or they check the wrong box.

One item of note is that the septic tank is rated for four bedrooms. In viewing the home, you may have seen more bedrooms than this. The system might be able to handle additional bedrooms which are occupied on an occasional basis, especially by pumping more frequently than usual. The legal implication is that the home can be advertised as having ONLY four bedrooms. Marketing materials can refer to the others as a den, office, rec room, etc.

Homeowner tip: When you change a filter, go to your calendar and make a note on the date it should be replaced. That way, you won't forget--like this homeowner did. Also, if you list your home for sale, immediately install new filters. Prospective buyers WILL look to see if you are doing routine maintenance.

Home inspections are valuable in new construction, as well as in resales. This should be done after the home has its "CO" (Certificate of Occupancy) so the utilities are working, but with enough time before closing for the builder to repair or adjust whatever is necessary. If you are having a home built from the ground up, also consider having a pre-drywall inspection.

Q. I want to use a TV "dish", but the convenants say "No antennas".

This is common wording in older covenants. Thanks to a ruling by the Federal Communications Commission, there is an exemption for satellite dish antennas which are smaller than one meter (36 inches) in diameter. A Homeowner Association must allow this kind of antenna. The HOA can recommend mounting locations, but the Association's rules cannot cause a homeowner to suffer a degraded signal or extra expense in order to keep the dish "out of sight".

Q. What are "Covenants"?

Restrictive (or protective) covenants are land-use conditions imposed by the developer of a subdivision. Generally speaking, they are designed to prevent one of the early purchasers in a neighborhood from doing something so unusual that it would have a negative impact upon the sale of the remaining lots/houses. For instance, repainting a house in a different color probably would require approval. When the developer no longer owns the majority of the empty lots, the Homeowner Association is transferred to residents who volunteer or are elected to serve.)

Q. When do covenants expire?

Covenants generally remain in place for a period of twenty years. And the end of this initial period, one of two things will happen. The covenants will expire, or they automatically renew in 10 or 20 year increments. (This will be specified in a paragraph at the end of the document.) The continued existence (and content) of the covenants can be altered if a majority of the property owners agree with the proposed action.

Q. My home's bonus room has a closet. Can I market the home as having four bedrooms, or is it better to call it three bedrooms and a bonus?

A. You can advertise this as a four-bedroom house, unless you are on a septic tank with a capacity of only three bedrooms. But is it practical? Are there enough bathrooms to serve the occupants of four bedrooms, or will everyone be jammed up trying to get ready for school or work at the same time?

Also, is the Bonus room near a full bath, or is it "orphaned" by being off by itself? And finally, is the access to the Bonus Room from a hall or public area, or do you have to pass through another bedroom to reach it?

Remember, the goal is not to see how many prospects you can entice to come look at the property. Instead, you want fewer, but TARGETED buyers!

Q. Can a bedroom be added in a basement?

A. Two means of egress from a bedroom (generally a door and a window) are absolutely necessary for safety reasons. A bedroom is possible in a "daylight" or walk-out basement, provided the proposed bedroom is not tucked back into the hillside.
