COEMA/Terrain - Dog Park Rules and Safety Guidelines

🐾 Community Dog Park Rules & Safety Guidelines

The safety of all residents, guests, and pets is our number one priority. By entering this park, you agree to abide by all rules and acknowledge that you are solely responsible and liable for the actions and behavior of your dog(s) at all times.

Non-Negotiable Safety Prohibitions (Zero Tolerance)

If your dog violates any of these rules, you must immediately remove them from the park.

AGGRESSION PROHIBITED

Dogs that exhibit any sign of aggression (excessive growling, lunging, snapping, or attempts to attack/fight) are NOT PERMITTED. If your dog has a history of aggression or "doesn't get along" with other dogs, please do not bring them here.

NO SICK/UNVACCINATED DOGS

All dogs must be healthy, current on all required vaccinations (especially Rabies), and free of parasites.

NO FEMALES IN HEAT

Female dogs in estrus (in heat) are strictly prohibited, as they trigger dangerous behavior in male dogs.

Owner Supervision & Control

Active participation is required. This is NOT a "drop-off" zone.

Active Supervision: Owners must remain inside the fenced area and be in visual contact with their dog at all times. Distractions (e.g., cell phones) should be minimal.

Voice Control: Your dog must reliably respond to basic verbal commands (e.g., "Come," "Stay," "Leave it").

Leash Compliance: Dogs must remain on a leash when entering and exiting the park (in the staging area). Owners must have a leash readily available at all times while inside the enclosure.
Intervention: If play becomes too rough, or if your dog is harassing or intimidating another dog, you must intervene immediately and correct the behavior or remove your dog.

Handler Limit: Maximum of two (2) dogs per adult handler permitted at one time.



III. Facility & Etiquette

Gate Security: ALWAYS ensure that both gates in the entry/exit area are fully closed and latched behind you when entering and exiting the park.

Waste Removal: Clean up after your dog immediately. Use provided waste bags and deposit them in the designated trash receptacles.

No Food/Treats: Do not bring human food, dog food, or high-value treats into the park, as this can trigger resource guarding and fights.

Limit Toys: Bring only one or two low-value toys for fetching. Do not bring items that your dog is likely to guard aggressively.
Children: Children must be closely supervised by an adult at all times and are discouraged from running or yelling, which can excite or frighten dogs.


Incident Reporting
Emergency: In case of a serious injury, call 911 first.
Reporting: All incidents, injuries, or observed rule violations should be reported immediately to the HOA Property Manager or Board. If you witness a dangerous dog, note the time and location and provide the best possible description of the dog and owner.


NOTICE: USE OF THE DOG PARK IS AT YOUR OWN RISK.

The HOA is not responsible for any injury, illness, or damage caused by dogs using the park. Failure to comply with these rules may result in fines and/or suspension of park privileges.

Dear Castle Oaks Estates Master Association/Terrain Residents,

Please see the below notice for the Annual Member and Budget Ratification Meeting. Please review the important details below regarding the meeting, assessment changes, and Board election opportunity. Owners have been mailed a copy of the formal notice and 2026 budget in the mail.

The meeting will be held virtually via Zoom on Thursday, November 20, 2025.

Registration Start: 6:15 p.m.

Meeting Start: 6:30 p.m.

Zoom Access Information

Owners are welcome to attend the meeting virtually. Please note that you must first set up a Zoom account prior to the meeting. All virtual participants will be asked to rename themselves to display their full name before being admitted.

📋 Meeting Agenda & Elections

The primary purposes of the Annual Meeting include:

Board Election: Introducing candidates for the one Board position up for election (two-year term) and accepting any further nominations.

Budget Ratification: Reviewing the proposed 2026 Annual Budget. The budget will be ratified unless rejected by at least 75% of the voting power of all owners.

Conducting any other proper business.

Important Note on Voting: No votes will be taken during the meeting. In the case of a contested Board election, voting will take place electronically after the meeting, and separate information will be sent out if required.

💵 2026 Assessment Rate Update

The following new quarterly HOA assessment amounts will take effect on January 1, 2026:

Home Type Quarterly Assessment

Single Family Homes: $287.00 per quarter
KB Paired Homes - North Basin 487.00 per quarter

Action Required for Payments:

HOA Automatic Withdrawal (ACH): Your new payment amount will take effect automatically. No action is required.

Coupon Books: New coupon books will be mailed to owners not enrolled in the ACH program.

Bill Pay Users: YOU MUST update the payment amount in your personal bank's bill pay service (or third-party electronic service) to reflect the new rate.

🗳️ Proxies are Essential for Quorum

A quorum of 10% of the voting power must be present to hold the meeting. If you are unable to attend, please ensure you submit your proxy to help us meet the quorum requirement.

A couple of updates:

Flock Cameras

We’re pleased to let everyone know that the Flock Cameras at all ten of Terrain’s entrances are installed and operational. We appreciate all the good questions, comments, and accolades from everyone. We’re confident this will be the most valuable investment we’ve made for the safety of our neighborhood.

One of the features that Flock has is a “SafeList.” This allows any resident to register their license plates with the community’s system. This enables the ability to filter out vehicles of residents from crime investigations, focusing the search on non-residents and enhancing privacy by reducing the chance of a resident’s car being flagged during an investigation. In reality, this will typically be the first step in any investigation. But it does mean that the database will just show “Resident” rather than a license plate number. It will not keep your license plate number from being recorded and stored by the Castle Rock Police Department’s Flock Cameras that you pass coming and going from Terrain. Pool Guest Charge Update

As we approach the end of the pool season, we want to provide an update on the new policy that charges non-Terrain resident pool users $5.00 so they’re paying their fair share of the wear-and-tear and operational costs of the pools. We’re projecting income of approximately $9,000 for the season. It just so happens that we had a recirculating pump unexpectedly fail during the season. Installation of a new pump cost (you guessed it) approximately $9,000. Having the extra revenue is already paying off financially for pool-related costs. It’s also decreased crowding overall, making a better experience for Terrain residents. We hope this has been your experience when using the pool this season!

We want to thank everybody who took the time to email their questions, feedback, concerns, and support. In a community as large as ours, there will always be a mix of opinions on any decision. In this case, support was overwhelmingly affirmative for the Board's decision to utilize the system.

We allowed some time to collect all the questions. After collating them, there were six general questions that were asked repeatedly. After drafting responses that we hope are clear, complete, and add context for those who may not have lived here for very long, we had our association's attorneys review them as we do when making policy decisions. Here are the questions with responses bullet-pointed.

COEMA/Terrain - Pool Concerns - Mistreatment of Monitors and Vandalism

Mistreatment of Monitors

We're sorry to have to put this message out there again as we've had to in years past. But we've had a number of incidents this season in which residents have flat-out disobeyed monitors, forced entry, and verbally abused them in the process. The causes for the confrontation were varied, but irrelevant.

From the beginning of having monitors, we have made it very clear that there is an absolute zero-tolerance policy for any of this type of behavior with these teenage kids and our resident pool manager. Many of them are our own kids who live in the subdivision. They, and anyone else working for us, deserve to be treated appropriately, and this is not appropriate or justifiable behavior regardless of what the issue is. In short, adults need to adult, and when they do not, they will be punished.

So far this season, we have had to remove pool privileges from a number of adult residents for the remainder of the season who know better than to act this way. In extreme situations, we reserve the right to ban them for longer periods and/or revoke the privileges of the rest of their family along with them. Depending on the level of intimidation and threat, we will not hesitate to involve the Castle Rock Police Department to effect an appropriate solution. We remind you that you are on camera when at the pool. That footage is backed up for retrieval at later dates and times if needed.

If you have a disagreement with a monitor, you are expected to comply at that moment. They have zero power to change policy, and the appropriate place to lodge a complaint or dispute a decision is to the Property Management Company (TMMC) and the Board of Directors. If you witness an interaction like this when you are at the pool, we encourage you (within reason and your sense of safety) to speak up and redirect the adult engaging in such behavior. There is no place for adults to be bullying kids in our community.


Vandalism

While we're on the unpleasant topic, we've also had a lot of vandalism this year, almost always by adolescent boys. This runs the gamut from intentionally creating a mess or leaving all the water on to create flooding to intentional attempts to damage and break items. "Boys will be boys" is not an acceptable excuse.

Parents, you will be held responsible for any of these items and all associated costs, whether you accompany your children or not. These offenses are also cause for loss of privileges. If they continue, we may have to reconsider increasing the age at which kids are allowed to use the pool on their own.

If you have adolescent boys who you allow to go to the pool on their own, please have a word with them to make sure they understand this and the ramifications. Thank you.
