The E Avenue and F Avenue bridges underneath I-380 will reopen to traffic at noon on Friday, April 17.

Also, we have made a change to allow left turns from the I-380 northbound off-ramp at 1st Street NW for the first time. This will establish a direct connection from northbound I-380 to the northwest neighborhood.

Rumor Control: Former 1st Ave Hy-Vee Site

We have received some questions regarding whether a parking garage is the City’s focus or planned outcome for the former First Avenue NE Hy-Vee site.

For clarity: there is no parking garage project underway, and a parking garage is not the City’s planned outcome or focus for that site.

Here is what is actually happening:

πŸ›’ Grocery Recruitment Ongoing:

We continue to actively work to attract a full-service grocery store to serve neighbors in this area. We are collaborating with retail recruitment partners, including the Independent Grocers Association, and remain engaged with interested parties.

πŸ—οΈ What the Image in the Draft Redevelopment Plan is Meant to Illustrate:

The recently shared, draft 1st Avenue East Corridor Redevelopment Plan includes a conceptual mixed-use redevelopment option for the site. Mixed-use development often includes ground-floor retail β€” which could absolutely include a grocery store β€” with housing or other uses above.

The structured parking shown in the concept is one potential design tool commonly used in denser developments to support shoppers and residents. If pursued, it would likely be part of a private development solution β€” not a City-built parking garage. The City has received no such proposals for that space to date.

Important to understand: Images like this in our planning process are meant to illustrate possibilities β€” they do not predetermine a final tenant or specific site outcome.

πŸ—ΊοΈ How Action & Redevelopment Plans Work:

Corridor Redevelopment Plans are vision and guidance documents.

They:

β€’ Show compatible land-use concepts
