Does that Mean that prices drop????
-No, but what that mean is you have less competition and will have a better chance at being able to get a home under contract for a lesser price than you would compared to Spring and Summer!

Winter Season: home listed at 250k ...you may possibly get under contract for 250k with less money to have to offer up front, due to less buyers, giving you more leverage!
Spring and Summer- home listed at 250k...more buyers, more competition, which means more offers (potentially way higher than list price), ULTIMATELY SELLER HAS ALL THE LEVERAGE!
