As part of the Town of Fort Mill’s ongoing efforts to update its Comprehensive Plan, Town Council has unanimously approved a temporary moratorium on new residential development. This pause is intended to provide the necessary time and focus to align future growth with the community’s long-term vision. The moratorium took effect immediately following the Council’s vote on June 23 and will remain in place through December 31, 2025.

The moratorium prohibits the town from accepting or processing any new annexation or rezoning requests that include a residential component. Importantly, this action does not impact residential projects that have already been approved by the Town, submitted to staff for Council consideration, or currently under construction.

"This moratorium is a strategic pause to allow us the necessary time to reevaluate and update our land use plans, infrastructure assessments, and growth management strategies," said Mayor Guynn Savage. "We remain committed to maintaining Fort Mill’s high quality of life and strong sense of community.”

The Town is currently working to update several land use and development plans. These updates are expected to be completed before the moratorium expires at the end of the year and may result in revised standards for how new residential development is reviewed and approved in Fort Mill.

Fort Mill Town Council Approves First Reading of Temporary Residential Development Moratorium

Fort Mill, S.C. – At its May 19, 2025, regular meeting, the Fort Mill Town Council approved the first reading of an ordinance establishing a temporary moratorium on the acceptance and processing of applications for rezoning or annexation of new residential developments.

The proposed ordinance aims to implement a pause through December 31, 2025, allowing Town staff the necessary time to complete critical planning initiatives. These include the Town’s Comprehensive Plan update, the Downtown Master Plan, and the Parks and Recreation Master Plan. By temporarily halting new residential rezoning and annexation applications, the Town seeks to ensure that future development aligns with Fort Mill’s long-term vision and community goals.

During the meeting, Council clarified that the moratorium will not apply to non-residential projects, residential developments that have already received entitlements or approvals, applications that have already been filed, or modifications to existing approvals that do not result in an increase in the number of dwelling units.

“This temporary pause is a strategic move that allows us to align our growth with the community’s vision and values,” said Fort Mill Mayor Guynn Savage. “It ensures that we take the time to thoughtfully plan for a future that supports quality of life, infrastructure, and sustainability.”

The ordinance was approved on first reading. A second reading and public hearing are scheduled for the next regular Council meeting. If adopted on second reading, the moratorium is anticipated to take effect immediately upon adoption.
