A $30 million campus, aimed at helping local teens break the cycle of poverty, will break ground in Norfolk.

Next Step to Success, founded by Chuck McPhillips, is set to expand its operations to the site of the former Bon Secours DePaul Medical Center. The program, which currently serves around 90 students, plans to grow its capacity to 400 youth by 2027.
