Can I offer less than the seller is asking?

Yes, also. But the real question is will the seller accept your offer. You have to consider 3 things,
1. How long has it been on the market
2. How much lower are you offering
3. Are you asking for credits as well

Why do I need to be pre approved?

1. Some properties require that proof of funds be sent before the home can be viewed.

2. You don't know how much house you can afford until the bank reviews your profile.

3. Saves time. You don't want to see a home before you are approved that you love and while waiting for the bank someone else comes and submits an offer.
