My name is Chris Dalton and I am fifty two years old and I have worked as an electrician for thirty years and I have lived in my brick ranch house for nineteen years and my basement workshop is where I rebuild old radios for the whole neighborhood

It was a Tuesday night at two forty in the morning when I heard water dripping through the ceiling tiles and I ran downstairs and found two inches of water covering my workbench and my toolboxes and my fathers old radio collection floating in gray water

The water was coming from the HOA sprinkler line that runs along my foundation and Diane Mercer the HOA president stood on my lawn at seven in the morning with her clipboard and said the sprinklers were fine and the flooding was my plumbing and she handed me a fine for five hundred dollars for water damage to common ground

The sprinklers ran again the next two nights and my basement filled up twice more and I lost over four thousand dollars in tools and radios and I called Diane Mercer three times and each time she said the HOA was not responsible and my own pipes were the problem

On the fourth night I called an independent plumber named Sam Ortiz and he came at nine in the evening with a flashlight and a pressure gauge and he dug down beside my foundation and found the HOA sprinkler valve cracked wide open and leaking straight into my basement wall

Sam Ortiz took out his phone and started photographing the broken valve with timestamps and he traced the line back and it ran straight from the HOA main under the sidewalk to my foundation and he said the valve had been broken for months and somebody had known

Then Diane Mercer walked up the driveway with two board members and told Sam Ortiz to leave common ground and Sam Ortiz stood up from the trench and held up his phone with the timestamped photos and told her he was calling the city inspector first thing in the morning and I held my breath waiting for what she would say
