🚨 A MASSIVE BATTERY PROJECT COULD BE COMING TO CHINO…
A proposed 400-megawatt battery energy storage facility is being proposed on nearly 14 acres at Benson and Oaks Avenue in Chino.

The project is being led by Aypa Power, which is part of the Blackstone portfolio. In July, Brookfield announced an agreement to acquire Aypa from Blackstone-managed funds for approximately $7 billion in enterprise value.

The proposed facility would store electricity and send it back to the grid when demand is high.

But this project has already generated plenty of discussion.

The Chino Planning Commission denied the project in July, and the developer has appealed that decision. The Chino City Council is scheduled to hear the appeal on September 15 at 6 PM at the Chino Senior Center.

The City’s environmental review concluded that the project would not create new or more severe significant environmental impacts beyond those already identified in the City’s certified 2045 General Plan EIR.

🚨 $2.6 BILLION. 70 YEARS. And this is happening right here in Chino.

A new California State Auditor report has confirmed significant infrastructure deficiencies at the California Institution for Men (CIM) and warned that the cumulative deterioration of the facility increases the risk of a security incident.

Here are some of the biggest takeaways:

🏗️ A 2019 assessment identified 26 projects totaling approximately $1.2 BILLION in needed infrastructure work.

⏳ At CDCR’s current rate of spending, auditors estimate it could take 70 YEARS to address those identified repairs and upgrades.

💰 The state’s Infrastructure Master Plan estimates repairing or replacing CIM could cost as much as $2.6 BILLION.

⚠️ CIM also has a significant maintenance backlog involving roofs, plumbing, windows, doors, temperature controls and other aging systems.

To be clear, the auditors did not identify a specific infrastructure condition that presents an imminent public safety threat. However, they concluded that the cumulative effects of the deteriorating infrastructure increase the risk of a security incident.

This audit comes after years of advocacy from the City of Chino, residents, law enforcement and state leaders—including a petition signed by more than 3,600 residents opposing the transfer of condemned inmates from San Quentin to CIM.

Now, the State Auditor is recommending that CDCR accelerate its timeline and begin planning for the repair or replacement of CIM’s deteriorated facilities by July 2028.

CIM has been part of Chino for more than 80 years. Whatever happens next could have a major impact on the institution, its employees, surrounding neighborhoods, and the future of our community.
