The following message was sent to elementary school families regarding Phase Two Elementary Realignment

Dear CMCSS Elementary School Families,

As our community continues to grow, our goal is to ensure every student has a comfortable and supportive learning environment. Please see below for a reminder and an update from the November Family Newsletter.

Reminder: In 2023, CMCSS announced plans for a two-phase elementary rezoning, with Phase 1 implemented with the opening of Kirkwood Elementary in 2024 and Phase 2 with the opening of Freedom Elementary in 2026. Plans were approved based on 2023 data for Phase 2 to alleviate overcrowding at several elementary schools on the north side of the community. CMCSS recently reviewed these plans to ensure the district is addressing current enrollment needs. Based on current data, CMCSS is presenting a Phase 2 Rezoning Realignment Plan.

Update: The majority of the already approved Phase 2 Rezoning Plan, which was communicated to families in 2024, will remain unchanged. The proposed Phase 2 Realignment addresses continued growth and overcapacity at Glenellen and Rossview elementary schools by adjusting zones for around 350 students. The map highlights the three areas included in the proposed realignment:

Area 1: Glenellen to Northeast
Area 2: Rossview to Kirkwood
Area 3: Oakland to Kirkwood

Please visit www.cmcss.net/zoning for more information. The Board will consider the proposed realignment in January 2026. Families are encouraged to provide feedback on the realignment ➡ https://bit.ly/4bipST1

To reiterate, while most of the Phase 2 plan remains the same, we are proposing specific adjustments to help balance enrollment at Glenellen and Rossview elementary schools. Pending Board approval, CMCSS will mail personalized letters to every family residing in an affected zone this spring. Phase 2 rezoning will take effect for the 2026-2027 school year with the opening of Freedom Elementary School.

Thank you for your continued support as we strive to provide the best possible learning environments for our students!

A little bit of history ...

~ The Clarksville Waterworks Building ~
The Clarksville Waterworks Building, located at 808 S. Riverside Drive, has been a prominent historical landmark in our community since its establishment in the early 1900s. Construction of the waterworks plant began as early as 1911 and was completed in 1913. The facility was regarded as a “first class piece of work”, according to a 1913 news article in the Leaf-Chronicle. The building was a feat of modern engineering for the time, with superior craftsmanship that remains evident to this day. This structure has withstood several devastating floods and still stands strong, 112 years after its construction.
The first waterworks operation in Clarksville was built in 1878. After being in use for 35 years, city leadership decided it was time to modernize with a brand-new waterworks facility. When building the new plant on Front Street, now known as Riverside Drive, Clarksville retained a prominent sanitary engineer of the era, Mr. Dabney H. Maury, to oversee the construction of the new facility. Under the guidance of Mr. Maury, the facility was essentially built as a double pumping station. This meant that if any issues happened with the main pumping station, workers could shift to the secondary pumps without a lapse in water service to Clarksville citizens.
The plant was an industrial triumph of the era, constructed out of concrete and reinforced with steel framing. The structure spans over 6,000 square feet, with the distinctive smokestack that overlooks the Cumberland River having been used for coal burning that fueled the facility.
The Clarksville Waterworks Building on Riverside Drive served the city for nearly 40 years before a new water treatment plant was built in 1952. Since then, the Clarksville Waterworks Building has been used to house many local businesses, including being used as a restaurant, a retail space, and a nightclub.

⚠️ COLD WEATHER ALERT — PLEASE READ ⚠️

This weekend is bringing the coldest temps we’ve had all winter.
Sunday: 17°
Monday: 15°

These temps are dangerous for pets, and we want to make sure everyone stays safe.

If you can bring your pets inside, please do. Even “outdoor pets” can suffer frostbite, hypothermia, and other serious injuries in weather like this.

If an animal must be outside (as a last resort):
- Make sure they have a dry, insulated shelter blocked from the wind
- Use straw for bedding - blankets will freeze and stay wet
- Give fresh unfrozen water and extra food
- Check paws and ears for signs of frostbite
- Knock on your car hood before starting it - cats hide in engines to stay warm

Signs of hypothermia: heavy shivering, pale/blue gums, weak pulse, slow heart rate, or the pet becoming lethargic or unresponsive. Seek emergency vet care immediately.

If you see an animal left outside without proper shelter in these temperatures, please contact MCACC so we can check on them.

Let’s keep our pets safe, warm, and inside this weekend. 💙❄️
