Upon renewal of the Master Insurance Policy for the Whispering Pines Homeowners Association, the Association was informed that thirteen breeds of dogs will not be covered under our Master Policy.

To comply with the Master Insurance Policy going forward no new owners or renters here at Whispering Pines will be allowed to have any of these breeds residing in the any of the units.

The following 13 dog breeds are as follows:
- Pitt bull
- Bull Terrier
- American Pitbull Terrier
- Rottweiler
- German Shepard
- Akita
- Doberman
- Wolf-hybrid
- Chow
- Bull Mastiff
- American Bully
- American Staffordshire Terrier
- Presa Canario
- Shar-pei

If any unit owner decides to sell their unit, please inform your realtor to inform any new prospective buyer or renters of these dog restrictions.

WPA meeting minutes for 4/21/2023

Time: 06:30 pm Place: Tim's

Present: Tim, Bev, Kim, Ray, Joe

Old business:

The town of Colchester is taking over our two stormwater perc pits and the stormwater agreement. There will be no new costs to the association. The association is responsible for the stormwater pipes and grates in our parking area. There are three. The association will continue to pay for the inspection and maintenance of these three grates and the piping that connects them.

New business:

The status of the association income versus expenses were reviewed with Joe.

There have been septic system issues for building 12 and 44. Our septic system is old but it is well maintained. We need to pay attention to what we put down our drains. Restrict what you flush to toilet paper. Based on the clogs we are finding in the pipes, do not flush diapers or personal hygiene items, even if they are labeled 'flushable'. Try to use liquid laundry soap. Even some things put through a garbage disposal can cause issues. For example, rice and pasta can swell and clog the line. Thank you. A reminder, if the clog is inside the unit the owner is responsible for removing it.

We will start cleaning the septic system filters twice a year instead of just once.

Should we tape the trees this year for spongy moths? We will wait to see if we have another surge.

Residents are required to clean up after their pets, even in their own yards.

The association petitioned the town to install another street light. The town declined so the association is looking into the cost of doing it ourselves. If we do, the town will pay for the electricity.

The board is thinking about standards for electric vehicle recharge stations.

Action items or to do activities:

The secretary will write up the minutes.

Joe will send out select notifications reminding some unit owners of the new association fee and if they are in arrears.

Next meeting:

May 17, 2023 at 6:30 pm. This will be the annual walk around inspection. Residents are invited to participate. We will gather in the turn around near building 132.

An update to Rules and Regulations:
s) (added 01/17/2021) Owners and Renters this day forward will be solely responsible for maintaining a clear and unobstructed walk way (cement surface and stairs) from their front door to the beginning of the paved side walk (where the walk way meets the parking area). This includes the removal of ice and snow to limit a possible safety hazard to any and all who use it.
1. Salt for the walkway is provided by the Association. This salt is not approved as pet-friendly. Pet-friendly salt if elected is for the owners or renters to purchase and use responsibly.
2. Obstructions to the walkway, including all stairs and cement surfaces of that walkway, will be cleared as soon as practical and reasonable to avoid hazardous conditions (during or directly after storms).
3. For those who are unable to comply with this rule due to physical inability, please contact one of the board members and arrangements can be made on a temporary basis.
4. For anyone not complying with this rule or regulation, arrangements will be made by the Property Management Company to have the obstruction(s) removed at the cost to the owner at each and every occurrence. Such costs will be accessed and billed directly to the owner of the unit by the Property Management Company and will be managed as an additional association fee for that unit.
5. All rear decks attached or unattached are also the sole responsibility of the owner to be maintained by the owner to be free of hazardous conditions or obstructions blocking a clear fire escape route.

Wherever trash cans are provided the universal recycling and composting law requires that recycling containers also be provided.

Annual Spring Association Walk-around and Grounds Inspection

- Dumpsters will be available the week end of June 5th from Friday until the following Monday. No hazardous materials or appliances.
- Landscaping needs reviewed.

Old business:

Scheduled Maintenance
- Replace septic pump and pump casing between units 132 / 156 has a history of backups flowing into owner's basements due to grease and other items that should not go down the sinks or toilets all septic tanks are pumped annually
- We need to have the lines between the units and the pumps cleaned regularly, have them routed out because of the blockage.-
- We need to research as we have had conflicting advice, do we put backflow valves on the entire unit or on the washing machine drains only?
- We will pay for a backflow valve on unit 132-4 as that unit has already had multiple backflows into the basement.

New business: some of these issues have been ongoing but
-------------------- we have new complaints
Issues with occupants not complying with the Bylaws and Rules and Regulations
- Dog issues: we have two aggressive dogs in the association. One has been seen loose after dark. We have complaints that people are not cleaning up after their dogs.
One pet is permitted per unit according to the association rules and regulations. Additional pets need board approval. Everyone agrees to follow the Bylaws and Rules and Regulations when they purchase their units. Since the town will do nothing about pet issues on private property (association land) unless a person gets hurt and files a complaint, should we talk to our lawyer about taking members who violate pet rules to court for breach of contract?
- Front porches are not to be used for storage and bar-b-que grills are to be on the rear patios / decks and away from the unit siding (so as not to warp it with the heat). Some units are putting items on the front porch.
- There are reports of people speeding on Whispering Pines.
- Trash cans need to be put away by the end of the day of pick-up.
- Sometime in 2020 the state will require that compost materials be disposed of separately. Our trash pick up service is not yet able to tell us how this will be handled.

Action items or to do activities:
Should we talk to our lawyer about taking members who violate pet rules to court for breach of contract?
A notification needs to be send to all unit owners informing them of the above issues (pets / porches / speeding / trash cans) and how they are supposed to comply with the governance documents.
Next community junk dumpster needs to be set up.

WPA Annual Meeting minutes from 09/25/2019

Time: 7:30 p.m.
Place: 132-2 (president's living room)

Present: Tim, Ray, Bev, Gary, Joe, Kim (with three proxies) , Don, Jim
We had a quorum present for the meeting. (The presence in person or by proxy of 25 percent or more of the Unit owners constitutes a quorum.)

Business:
-Joe (the property manager) passed out the proposed 2020 budget for review.
-Tim wants a new bid on trash pick up. Joe will handle this.
-We will get another quote on liability insurance. Our current policy expires late this fall. Joe will work with Jerry on this.
-Monthly fee of $230 was approved. No change from current monthly fee.
-Special assessment will remain at $200 per unit to start building savings to resurface parking areas. Should we have over-flow parking spots paved? A reminder that special assessments can be written off taxes by owner when unit is sold (as capital improvements).
-The new budget is flat compared to last year (no increase).
-The new budget was approved.
-State mandated composting is coming. How will we handle it?
The state is making some changes to storm water management but no one knows what the changes are nor if we will be effected.
-The current board was re-elected.

Accomplishments for 2019:
-audit of financial records
-garage roofs re-shingled and repaired
-side rails painted and some repaired
-stumps removed
-units power washed
-trees trimmed (more will need trimming in 2020)
-5 new trees planted
-5 street lights repaired
-storm water pond inspected and repaired

Items of interest:
-What should we do after paving the parking areas? Siding on the garages? Repair sidewalks?
-People should have their chimneys (including those for kerosene ans propane) inspected.
-New zoning requires smoke detectors in each bedroom.
-Is anyone interested in becoming a member of the board?
-Remember to move your cars from the parking area before 9 a.m. When snow plowing is being done. Otherwise you spot will not get plowed.
