Biggest Housing Bill in 30 Years Just Passed
Congress just passed the biggest housing bill in 30 years. Here's what it means for you.
It's official: the 21st Century ROAD to Housing Act became law this week. It’s the first major federal housing legislation since the 1990s.
As significant as it might be, it’s probably not your ideal summer beach read. It’s a law that’s almost 400 pages long. So to help you get a sense of what’s significant, here are a couple key insights and what actually might matter to you:
1. Less competition from Wall Street. The law caps how many single-family homes large investors can buy: anyone who already owns 350+ houses is barred from buying more. Nationally, these investors only hold about 3% of single-family homes, but in some neighborhoods they've been a much bigger part of your competition at the closing table.
2. More homes are coming… eventually. The bill also clears red tape that's slowed new construction, plus adds some incentives and grant programs to encourage things along: faster environmental reviews for infill projects, pre-approved home designs communities can adopt, and new rules for manufactured housing that could cut $5,000–$10,000 off the cost of a home.
Of course, this doesn't touch local zoning and new supply takes years to show up. Mortgage rates are still hovering around 6.5%. No law will fix affordability overnight.
