This is a broken threaded washer that holds the sink drain in place. The customer has had multiple people come out to try and fix the leak but it always came back again. If the drain is ever loose, it's usually because there's a broken component. I could tell immediately that the previous people would just tighten it back up and call it good. If you take a little time to thoroughly inspect all the components around a leak, you're bound to find the real reason.
