Buyers would still need to bring about 3% of the purchase price themselves, with a traditional mortgage covering the remaining 80%. For context, this could mean needing around $16,000 saved for an average home in Sacramento County, or about $42,000 for one in San Francisco—a meaningful reduction in upfront cash for many families. These loans would be available only on new homes from qualifying builders, aiming to support renters who are ready to become owners, and to expand middle-class housing across California.

Homeowners are notified when there’s buyer interest, opening up the opportunity for thoughtful, direct conversations (either personally or through agents) instead of rushing into decisions overnight. Recently, 24 homes across 9 ZIP codes in San Diego were waitlisted, with Clairemont, Bay Ho, and Bay Park leading the way, and North Park not far behind.
