As of today, February 5, 2020, our name will change from Quin Rivers to Thrive Virginia.

Our agency has always been dedicated to promoting the well-being of families and individuals, and the name Thrive Virginia better demonstrates that commitment. Our new name and logo better reflect our mission of empowering families and transforming communities.

We at Fishing Bay Estates often have to explain the difference between the one bedroom elderly apartments operated by Bay Aging in Urbanna, VA (which are fully subsidized and typically serve very low income persons who are 62 or older) and our apartments in Deltaville (which target low to moderate income individuals or couples who are sometimes younger than 62 yrs. old).
Rents for the Bay Aging apartments are on a sliding scale based on income, while rents at Fishing Bay Estates are not subsidized, unless tenant has been assigned a HUD voucher or Rental Assistance from USDA. Because of federal budget cuts, there are few resources in our community.

Fishing Bay Estates often accepts Housing Choice Vouchers from individuals who obtain them directly through VHDA; otherwise tenant rents are budget-based and not on a sliding scale based on income.

Housing Choice Vouchers help pay the rent for eligible families and individuals. Information from the Virginia Housing Development Authority (VHDA).
