BREAKING: U.S. and Iran sign Memorandum of Understanding to end the war. Here is what the 14-point deal actually says.
The White House confirmed Wednesday that President Trump signed a memorandum of understanding with Iran that ends the war that began with joint U.S. and Israeli strikes on February 28. Vice President JD Vance and Iran’s parliament speaker signed digitally on Sunday, President Trump signed a hard copy Wednesday in France, and a formal ceremony is set for Friday in Switzerland. That signing starts a 60-day window to negotiate a final agreement.
Senior administration officials released the full 14-point text. Here is what it says.
1. Both sides declare an immediate and permanent end to military operations on all fronts, including Lebanon, and agree not to use or threaten force against each other.
2. Both countries agree to respect each other’s sovereignty and territorial integrity and to stop interfering in each other’s internal affairs.
3. The two sides commit to reaching a final deal within 60 days, extendable by mutual consent.
4. The U.S. begins lifting its naval blockade immediately and fully ends it within 30 days, and agrees to pull its forces away from Iran’s proximity within 30 days of a final deal.
5. Iran agrees to safe passage of commercial vessels through the Strait of Hormuz at no charge for 60 days, including clearing mines and removing obstacles within 30 days, with future administration of the strait to be worked out with Oman and other Gulf states.
6. The U.S. and regional partners commit to a plan worth at least $300 billion for Iran’s reconstruction and economic development.
7. The U.S. agrees to terminate all sanctions on Iran, including UN Security Council and IAEA measures and unilateral U.S. sanctions, on a schedule set in the final deal.
8. Iran reaffirms it will not procure or develop nuclear weapons and agrees to address its stockpile of enriched material through down-blending on site under IAEA supervision, with enrichment questions left to the final deal.
9. Until a final deal, both sides hold the status quo. Iran keeps its current nuclear program as is, and the U.S. imposes no new sanctions and deploys no additional forces to the region.
10. The U.S. Treasury immediately issues waivers allowing Iran to export crude oil, petroleum products and derivatives, along with the banking, insurance and transportation services that go with them.
11. The U.S. makes Iran’s frozen funds and assets available for use, with release procedures negotiated as part of the deal.
12. An executive mechanism will be set up to monitor compliance.
13. Final-deal negotiations begin once the ceasefire, blockade removal, safe passage, oil waivers and asset releases are underway.
14. The final deal will be locked in by a binding United Nations Security Council resolution.
The agreement is already drawing sharp reactions. Senate Minority Leader Chuck Schumer called the war one of the biggest American disasters and said it looks like Iran won on nearly every point. Israeli officials say they are not bound by the deal and will keep forces in southern Lebanon. President Trump warned that if a final agreement is not reached in 60 days, “we go back to bombing.”
