To the Citrus County Planning and Development Commission,
I am writing to formally oppose applications CPA-2025-00012 and CPA/AA-2025-00013, which propose a Comprehensive Plan Amendment and rezoning to Heavy Industrial use in the Holder/Lecanto area.
My comments are as follows:
1. This rezoning enables high-impact development without enforceable limits. Once Heavy Industrial zoning is approved, large-scale facilities including data centers may proceed by right — with limited future public oversight. At the current stage, there are no defined limits on electrical demand, water withdrawal, or noise levels. Without these protections, approval transfers significant risk to the community.
2. The land use change is permanent. Converting 800+ acres of rural land to Heavy Industrial use is effectively irreversible. This zoning permits a wide range of industrial activities beyond what is currently presented, permanently altering the character of this community.
3. Infrastructure impacts are unquantified. Data centers are among the most resource-intensive uses in existence. Without a defined plan for grid upgrades, water impact assessment, and noise modeling, the county is being asked to approve a project with unknown community-wide consequences.
I respectfully request that these applications, and all plans for large-scale Data Center development be denied.
