If the federal government wanted to meaningfully improve the housing market, it could offer a one-time capital gains tax reduction or exemption for baby boomers with fully paid-off homes who want to sell. Many older homeowners stay put because selling triggers a large capital gains tax bill, even after the primary residence exclusion. Removing or reducing that tax barrier would unlock inventory of larger homes, increase downsizing into two-bedroom properties, and create more opportunities for first-time buyers. This would stimulate supply across multiple price points and ease market pressure without subsidies. People who invested in their homes over decades should be able to realize that equity without punitive taxation—especially when capital gains policy is selectively enforced elsewhere in the economy.
