🏗️ A $2 billion tourism destination in Glen Carbon just reached a major milestone in the development process, and the project appears to be moving forward.

📍 The State of Illinois has now approved Glen Carbon’s STAR Bond and NOVA District designation for the proposed Destination Illinois development area near I-270 and I-255.

This does not mean construction starts tomorrow, but it does mean the economic framework is now in place for what could become one of the largest destination-style developments in the Metro East.

Glen Carbon is preparing for another wave of development after the village’s Building and Development Committee approved plans for Legacy Heights, a 28-acre residential neighborhood proposed near the Glen Carbon Post Office along Main Street and East Ingle Road. The project will bring 125 homes to the area, including three single-family estate lots, 16 duplex lots, and a 90-unit townhome building, providing a range of housing options for a growing community 🏘️.
 
Developers noted that the design has been shaped to reduce density and preserve green space, reflecting resident feedback and long-term planning priorities 🌿. The community layout includes internal sidewalks and leaves room for future upgrades to Ingle Road, as well as potential pedestrian and bike path connectivity 🚶‍♀️🚴‍♂️. Village leaders acknowledged that broader connectivity would rely on future planning efforts and funding decisions. A sanitary sewer easement is still being negotiated and, if not secured, a lift station could be used as an alternative solution, which may influence cost and infrastructure strategy moving forward 🚧.
 
Growth is not limited to housing. Glen Carbon also approved a modern three-story office building at Meridian Plaza, located at Illinois 157 and Meridian Road 🧱. The building will incorporate glass and high-quality exterior finishes to match the visibility of the site. Parking will include 99 spaces, which village officials determined to be appropriate due to the building’s shared interior space and expected use patterns.
 
Infrastructure investment is also advancing. Ameren Illinois is moving forward with its plans for the Truett Substation, a high-voltage facility near Interstates 255 and 270 ⚡. This project is intended to strengthen the regional transmission grid and meet future demand for power across the Metro East. Construction is projected to begin in summer 2027 and the facility could be in service during the winter of 2028, pending final approvals.
