GROWTH VS. CONTROLLED GROWTH: ELLOREE NEEDS A PLAN, NOT A WALL
Wanting to protect Elloree’s small-town character does not mean we should oppose every new business, new resident, or new idea.
Elloree does not need mass development. We do not need to become another town lined with giant parking lots, national chains, and cookie-cutter buildings. We should protect our history, charm, architecture, and quality of life.
But we must also understand a hard truth:
A town that never grows does not remain frozen in time. It slowly shrinks.
In 1950, Elloree had 1,127 residents.
By 1960, that number had fallen to 1,031.
In 1970, it was 940.
In 1980, it was 909.
In 1990, it briefly rose to 939.
By 2000, it had dropped to 742.
In 2010, it was 692.
The official 2020 Census counted only 570 people.
That is nearly a 50% population loss since 1950.
Those numbers are not meant to frighten anyone. They are meant to remind us that refusing growth does not guarantee that Elloree will stay the same. The Elloree many people remember already had more residents, more shoppers, more activity, and more businesses than we have today.
Population loss creates a domino effect. There are fewer customers for stores, fewer workers for businesses, fewer children supporting schools, fewer volunteers for civic organizations, and a smaller tax base available to maintain streets, public safety, beautification, utilities, and town services.
That does not mean we should open the floodgates. It means we need controlled, intentional growth.
Elloree can become a true boutique town: a place known for locally owned restaurants, specialty shops, artists, entertainment, lake tourism, small lodging options, professional services, markets, and unique experiences that cannot be copied and pasted into every interstate exit in America.
We do not need Walmart to save Elloree.
We need more mom-and-pop businesses that complement the businesses already here, occupy empty buildings, create jobs, attract visitors, and give people a reason to stop, shop, eat, explore, and return.
Businesses contribute in several ways. Commercial property adds to the property-tax base. Businesses may also generate business-license revenue and other local revenues. Most importantly, taxable sales occurring locally help generate sales-tax collections. Under South Carolina’s Local Option Sales Tax system, municipalities in participating counties receive portions of countywide collections, with part of the municipal revenue distribution influenced by where sales occur.
That means dollars spent locally can help support the community instead of leaving Elloree for Santee, Orangeburg, Summerville, or Columbia.
We must be careful, thoughtful, and selective. New growth should respect our historic downtown, our infrastructure, our residents, and our identity. It should be guided by zoning, architectural standards, traffic planning, utility capacity, and a clear vision.
But saying “no” to everything is not a vision.
Preservation without investment eventually becomes deterioration.
The choice is not between turning Elloree into a city or keeping it exactly as it is. The real choice is between uncontrolled growth, controlled growth, and continued decline.
I choose controlled growth.
I choose local businesses.
I choose preserving Elloree’s character while giving the next generation a reason and an opportunity to stay here.
We can protect the town we love without placing it under a glass dome.
Elloree should not grow big.
Elloree should grow better
