Richmond landlords: if you're used to Richmond's rent cap running a little higher than Oakland's, that's not true anymore.
Last cycle, Richmond's AGA (1.62%) beat Oakland's (0.8%) โ close enough that rounding a Richmond unit up to Oakland's rate barely cost anything. This cycle, that flipped. Oakland's cap rose to 2.3%. Richmond's dropped to 1.5%. Apply the old assumption now and you're over Richmond's cap โ which a tenant can challenge.
