After years of challenges tied to post-Surfside safety regulations, rising HOA fees, insurance costs, and financing hurdles, new data shows signs of a turnaround. Florida condo & townhouse sales climbed 7% year over year in April, while pending sales surged nearly 15%.

Condos are still taking longer to sell and financing can remain complex, but growing demand suggests buyers are beginning to re-enter the market — especially as affordability continues to be a major factor across Florida.

A developer is suing the city of Hollywood after plans for a 17-story beachfront tower were blocked, even though 40% of the units would qualify as affordable housing under Florida’s Live Local Act. Now, a new bill—House Bill 1389—is adding fuel to the fire. The legislation expands Live Local by allowing development on government-owned land, aiming to speed up affordable housing across the state.

Here’s where it gets interesting: the developer argues they should be allowed to match the height of nearby buildings—including the Margaritaville resort, which sits on city-owned land and is actually slightly taller than the proposed tower. But the city of Hollywood disagrees, saying that rule doesn’t apply here—and that the new bill is irrelevant because this project is on private land.

At the center of this case is a bigger question: how far does the Live Local Act really go when it comes to overriding local zoning rules? A court decision is expected soon—and it could set a major precedent for future development across Florida.
