Unlocking Homeownership with the Section 8 HCV Program: A Guide by Kasha Johnson, REALTOR®
Good news! Almost every state now has homeownership participants through the Section 8 Housing Choice Voucher (HCV) Program. However, participation is determined by each Public Housing Authority (PHA), and with over 3,300 PHAs across the U.S., the program can vary significantly between counties and even cities.
What Does the Program Provide?
The Section 8 HCV Homeownership Program offers a monthly Housing Assistance Payment (HAP) to cover a portion of your homeownership expenses. These can include:
• Mortgage principal and interest
• Property taxes
• Homeowners insurance
• Major repairs or replacements
• Utility allowances
• Land lease payments
The assistance is based on either the standard payment set by the program or your actual homeownership costs minus what you’re expected to pay (your Total Tenant Payment or TTP). The funds can be sent directly to you or your lender.
Do You Qualify?
To participate in the Section 8 HCV Homeownership Program, certain criteria must be met:
Current Voucher Holder: You must be a recipient of a Section 8 Housing Choice Voucher or be on the waiting list.
First-Time Homeowner: You or a family member must be a first-time homeowner, meaning no ownership in the past three years. Families with a disabled member may bypass this requirement.
Income Requirements: For non-disabled families, the combined income must be at least $14,500 per year in 2024. For families with a disabled member, the combined income must be at least $11,316 per year.
Employment Criteria: At least one adult in the household must work full-time (30+ hours per week) for at least a year prior to purchase unless the household is elderly or disabled.
Homeownership Counseling: Participation in pre-assistance homeownership counseling through your local PHA is required.
Each PHA may have additional rules, such as requiring you to use Section 8 for a rental before transitioning to homeownership.

What If My Area Doesn’t Offer the Program?
If your local PHA doesn’t offer the Section 8 Homeownership Program, reach out to them. Encourage them to connect with their HUD Field Office for assistance in setting it up. Almost every state has participating PHAs, but some haven’t opted in yet.
