Quick update on the TWIA committee meeting - committee voted 2-1 to decline the recommendation to remove secondary homes from eligibility so it will not be moving forward into the report to the larger TWIA board or to their report to the legislature.
Rep. Terri Leo Wilson and Rep. Todd Hunter opened up the public comment period on this with strong statements in opposition - Chairman Hunter’s comments particularly admonished TWIA for the lack of
Transparency or communication to consider such a proposal and not
Consider the ramifications across real estate and financial stakeholders.
In total - TWIA received over 290 comments against this proposal (and only 4 that were supportive). There was strong opposition from the city and county government leaders across the coast.

UPDATE: Great Job Community! We killed it. The vote was 2 to 1. Thank you to all who sent in testimony or testified. Thank you to our district's wonderful TWIA Board Member Terrilyn Tarlton Shannon for making the motion to kill this rule change rather than to table for a later date.

TWIA ALERT!

On Tuesday Sept 1st the members of the TWIA Board will consider a rule change proposal ( Agenda Item #5 ) that will eliminate TWIA coverage for second homes as well as garage apts and renter occupied homes (including short and long term rentals). This rule change is being proposed by one board member, who does not live on the coast.

I will be giving testimony regarding this ill thought out regressive proposed rule. This rule has the potential to devastate our coastal communities and take us back to the very reason TWIA was created in the first place. Most of TWIA’s policy holders could not get any insurance but for TWIA.

Owners would take on the full risk of losing their home in a storm and it would make it impossible to buy or sell coastal property with no ability to get a mortgage.

A slow death of this proposal will not be quick enough. The consideration of not being able to insure coastal properties will immediately impact our real estate market. 60 % of the Galveston market is second homes.

The TWIA Legislative Committee meeting is Tuesday, September 1, 2026 at 1:30pm. (the GDN article printed the incorrect mtg date)

- UTMB just reached out to us in search of emergency housing for a mother and her 4yo boy. They need a room for tonight and tomorrow while the dad is undergoing chemo. They've been staying at the hospital with him this week, but that is not safe for a little kid. If anyone can spare a room, please let me know! Thank you.
