Things have been very quiet in the neighborhood since the new take over. There is still nitpicking but not to the extent it used to be fortunately. If you owned or lived in the Chichester estates prior to the adoption of the HOA you may be grandfathered on certain violations that existed prior to the rules. there is a Nevada State statute on that and I have not checked county ordinances in HOA regulations.
Another thing one can do is if you have anyone entering your yard for the purpose of inspection and you don't want them there you can find out who it is and have a restraining order filed to prohibit them access and a no trespass order served to them personally since it can't be done to HOA as a governing party you can do it as a private person. You can also request who the inspectors are and prohibit them from your property if you have children unless they provide criminal background check otherwise anyone with any criminal background may also be requested to be prohibited from trespassing. I would hope that the HOA would preform background checks on anyone who would be serving as a inspector but i doubt they do that. Al this is made to do is protect you as per privacy and HOA is supposed to protect the neighborhood from estic value only.

The HOA does not actually provide any services. They claim to provide a service but really they don't and this is why having it handled by a property manager separate in Reno now is a waste of our money. The nuisance wild animals like skunks continue to make themselves at home along Chichester and I see them often in and around the neighborhood but especially along Chichester at early evening now even.. They are aggressive and carry deadly diseases that can be spread to pets and people. I talked with one homeowner that was told he would have to pay hundreds of dollars to remove the one that has been in his yard who even sprayed him early one morning on his way to work needless to say he said he was unable to work for a week. He said he reported it and they said they would do something about it and they didn't nothing but threaten to fine him for a tarp that he said that when they notified him of it it had been already taken down a week before they notified him and that they made him take a picture and send it to them with in a couple of days or a fine of $100 would be enforced. Really what about the skunk. That was not all when he complained about scooters being driven by children unlic and unsafe as well as exceeding speed limits passing cars on the right side etc. He was told to go out and find the house and the people doing it and when he did was told they are moving and that nothing would be done... Really maybe we should fine them whatcha think.

There are other stories sent to me or told to me in anonymity that would blow your mind. If you would like to be heard but don't want your name seen here I understand and will tell your story on your behalf just message me privately and of course I will not disclose any personal info. I am not affiliated with Chichester HOA I am a private homeowner who is fed up with government that is inept and only instituted to gain revenue and protect a few peoples interests.

The purpose of this page was to expose and eliminate the HOA that has been receiving over $80k annually and has been over spending that amount and offering no book or to what or who the money was going.. still think we need to petition the states AG and have it investigated since i believe that the money has been mishandled and even possibly done so criminally. IDK all i know is there should be made available the exact expedures and who or what they pay and where it is evaluated by someone independent of the board and the HOA hired PM! This going back to 2007 and all who were involved be held accountable if not prosecuted. I know damn well it doesn't cost $10 k to maintain a strip of lawn that turned out to be the cities property and that money should have been returned to us by the city or the person who was over charging to maintain it i even heard that 40k went there and it was one of the board members relatives who was mowing it. Yeah wtf people! wake up and if you think its only a 100 buck a year its multiplied times 700 and something so hello!

There is a new property manager for HOA rule enforcement and they are no different than the last because the board is no different and I think its time we find some new people Do you want a board of cronies? So maybe there should be a term limit with a mandatory 2 term layover for any seated board member whose term would be theoretically up... We could choose by a lottery of residents who are competent full time residents who don't have a valid reason for not serving if there was not enough voluntary entries. The board cannot not be voted on legitimately since there are owners who own more than one home in the track but several tha own 3 or more and that means they can fix the electoral process by proxy to say the least it isn't a fair process.. There should be an equal democratic way to vote and for someone who is not going to be there year after year who has entitled power and may become biased to certain residents or parts of the neighborhood that affects them personally...🤨

Anyone in the Chichester homeowner is free to post at anytime for any reason. The HOA is a joke and cost the homeowners to have a board of people who do not follow procedures add rules that in no way shape or form aid at maintaining values to ownership. Furthermore the idea of an HOA here initially was to enforce a set of reasonable and enforceable rules against rental properties there tenants and owners who neglected their properties or used the property in a way that would be deemed a nuisance as in overpopulated and party pad where excessive traffic and noise as well as trash etc. This has not only been ignored it has become the point of the board to single out and focus on owner inhabited properties only on main roads with violations of rules that should not be even in the the clause... There is also a misunderstanding in regards to these rules a basic governing act that grandfathers pre existing residents who find themselves suddenly violating rules that were not in place prior to the HOA establishment.. It has also come to attention that valley realty has dropped management and it has been deferred out of town now so it is my firm belief that perhaps county authority should brought on to investigate what is going on and how money is being spent since there is no public record being made offering transparency as required by state law. The amount of money since the HOA was established is in the hundreds of thousands and the homeowners have a right to know who is receiving these funds for what... Mowing a lawn and sending someone around to issue threat citations to elderly residents is absurd and if that costs $80k+ a year quite frankly we are being ripped off or something isn't right!

Its so refreshing to see that of the 700 homes that Is the Chichester HOA jurisdiction. It seems that although so many in ramblings criticize the HOA authority no one has an opinion or concern enough to state it here and yet the problem with the ridiculous con that this HOA is continues unabated which it is to say will shortly matter not to myself whom I will retain anonymity. I guess since remaining anonymous is a issue here on facebook and I can believe that if anyone would post here they would be targeted by the HOA is entirely a real possibility I am not entirely disappointed that anyone does. I understand that I am not also entirely against the HOA but I am indeed against this one whom is however they do limit themselves to publishing a silly newsletter that is all but a source of humor if not evidence of misappropriations of dues and the need for a cash supply that is quite substantial and in my opinion a questionable and if it were not for the admission of them in their own news letter that some how records could be so misunderstood by them and town officials to the tune of 60% of the entire amount and their need to waste money as part of following a plan of which also includes helping themselves to deciding just who gets rules enforced on them and adding rules that are entirely absurd then I would not have a need to complain if not be down right pi**ed off and having to do so on in the page that I created that no one but me seems to take issue with. This a draw a conclusion too and that is I guess people who are honest are either stupid or silent of which none of them deserve honesty if they let dishonest folks rule them or ignore honest folks who speak out. NOTICE CHICHESTER BOARD DOES NOT ACCURATELY ACCOUNT MONIES SPENT.... THEY DO NOT ENFORCE RULES UNIFORMLY TO EVERY HOMEOWNER....THEY PICK OUT INDIVIDUAL HOMEOWNERS WHO THEY KNOW THEY CAN INTIMIDATE AND THE REAL REASON FOR THE ASSOCIATION WAS IS NOT BEING ENFORCED ON PROPERTIES WHERE LAWNS ARE DEAD SHRUBS ARE NOT PRUNED AND RESIDENTS LET THEIR FALLEN LEAVES BLOW INTO OTHERS YARDS WHICH THEN BECOMES A NIGHTMARE FOR THOSE YARDS THAT THEY COLLECT INTO....WHAT POSSIBLE PURPOSE DOES THIS SERVE...? HARASSMENT AND INVASION OF PRIVACY THAT IS WHAT IT SERVES! MAYBE IT WOULD TAKE A LAWSUIT TO END THIS AND SUE THE INDIVIDUAL BOARD MEMBERS AS OFFICERS WHO USE THEIR POSITIONS TO CITE RESIDENTS FOR THEIR OWN PERSONAL REASONS SINCE SOME RESIDENTS OUT DATE THE RULES AND COULD BE FOUND TO BE GRAND FATHERED INTO THE VERY RIDICULOUS RULES THAT HAVE BEEN MADE TO NIT PICK AND CAUSE GRIEF TO THOSE RESIDENT THEY WERE MADE TO TARGET.... THIS SERVES AS A WARNING BACK TO THOSE CRONIE BOARD MEMBERS WHO HAVE BECOME ESTABLISHMENTS AND DO NOT FOLLOW THEIR OWN CCR'S.... YOU CAN AND WILL BE SUED AS INDIVIDUALS AND NOT FOR A PETTY AMOUNT FOR FRAUD AND HARASSMENT... IF YOU THINK ITS A JOKE THEN WAIT UNTIL AN OFFICER SERVES YOU WITH A SUBPOENA AND YOU HAVE A COURT APPEARANCE AND THE RECORDS OF YOU ISSUANCE OF THREATS HAS BEEN DETERMINED WHEN YOU FAIL TO BE CONSISTENT IN THE SAME TIME WITH OTHER RESIDENCES WHO CLEARLY VIOLATE CC&RS YOU NEGLECT TO ISSUE INCLUDING YOUR OWN RESIDENCES WHICH ARE CONVENIENTLY OVERLOOKED....EYES ARE ON YOU AND YOU MIGHT BE SURPRISED!

FYI Mark Stirling is the only person who is looking out for all of you as a director on the board.... He has questioned the processes going on most recently in the appointment of a new director... The rest of the board attempted to appoint a preplanned person someone more than likely who was going to be used as a type of shell voter to over ride the only director who seems to be rational and use due process... IT is determined that the rest of the board is hostile toward the home owners and should be censored or voted out by the general chichester membership....Its sad how people use a position of authority in order to undermine its duty and for personal gratification.... The current ccr's are out of control overly invasive, unreasonable and concocted in order to discriminate against certain residents... This is unacceptable and I urge people if they care and do not want there property to become undesirable. This is do to the rules being so extreme that it will deter people from buying in this neighborhood. Do you the homeowners want Chichester to become more and more rentals then do as you all have been doing and that is nothing....

When are the homeowners of Chichester estates going to see the waste of time and money this is.... The people who are on the board are only motivated by their own self interest not yours... The neighborhood is over half rentals and investment homes where as the owners own more than one home and rent their investment out.... The reason the CC&R's were voted in was that they had more than one vote depending on the number of homes they owned....This was a fixed and planned event where they convinced the retired single home owners to adopt this using deceptive and manipulative means and as a result every year they add more and more nonsense rules and regulations which are invasive and in many cases extreme and very unnecessary... They threaten people with fines that persons on fixed incomes cannot afford as well as forcing expenses on them at times where it creates hardship and incites fear... The expenses far exceed the means in the way of there budget and they only generalize expenses and do not provide an actual cost sheet which is very suspicious.... All and all this is a corrupted and unnecessary organization to be enforcing rules many of which are excessive and unreasonable and if you take the time to read this then read the rules and see their budget and agenda its very intrusive into ones privacy and many of you were here before this started which lends me to believe that a grandfather clause to say the least should be sought in order to protect our original rights to privacy and illegal taxation by way of fines....

Rules & Regulations, Compliance Procedure & Fine Schedule
January 17, 2009 – (Updated February 8, 2014)
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors (BoD) of the Chichester
Estates Property Owners Association (CEPOA) shall begin enforcement on the following Rules
and Regulations, Compliance Procedure and Fine Schedule effective thirty (30) days after
distribution to the CEPOA membership. Distribution date: April 15, 2014
RATION ALE AND AUTHORITY
Duty of the BoD: As part of its responsibility to protect and preserve property values it
becomes necessary from time to time for the CEPOA to take reasonable action when a CE
property owner or a tenant or guest of a property owner violates the governing documents of the
association.
Authority of the BoD: An Association's governing documents must be enforced by its BoD.
NRS 116 and the Association's governing documents give the Association authority to adopt
reasonable rules and regulations and a reasonable means of enforcement which may include
fining.
Additionally, Article 7.1.1 of the CEPOA Bylaws states:
The Board shall have power to:
1. Adopt and publish rules and regulations governing the personal conduct of
members and their guests to establish penalties for the infraction thereof.
Violation of Any Provisions in Governing Documents is actionable: This document (R&Rs)
along with the Articles of Incorporation, Bylaws and Declaration of Covenants, Conditions and
Restrictions (CC&Rs) of Chichester Estates, the Chichester Estates Design Manual (CEDM) and
the Architectural & Landscape Modification Guidelines constitute the "Governing Documents"
of the association. All provisions contained in these documents whether or not specifically listed
in this set of rules and whether or not a specific fine amount has been identified may be
actionable. Fines associated with such violations shall be commensurate with the severity of the
violation and levied at the discretion of the BoD acting in its capacity as the Violation Hearing
(VH) Board.
This document was duly adopted at the Board of Directors meeting. February 8, 2014

Do any of you wonder what happens to the fees or who we really are and when our meeting s are... i bet you do but you resident are suckers and pay blindly to people who for all you know are bilking and extorting fees and fines from all of you dumb residents who think we are improving the Chichester Estate residents property by enforcing nitpicking and silly rules only on a portion of the residents especially those who live in the Longfellow to Kimball Hanslope and Grendon Way portion of the neighborhood as these are the residents who they think have more money to extort from.....The board who receives your money does not maintain a current website required the website is out of date so where does the thousands of dollars go to that they collect every year from you suckers? I guess nobody cares cuz all of you are suckers who commit to it!

HOA's and CCR should be governed by state laws so as to prevent these narcissistic people from imposing rules or regulations that are actually dangerous , harmful to the environment and invade a homeowner basic privacy
if it is a gated community then the roads and the rules may be different and handled as it would be privately funded. However, when the neighborhood has public unrestricted access is half rental property then the enforcement of these rules becomes subjective and in my case discriminatory and borderline harassment which ironically has me thinking that there should be governmental constraints in the ability to enforce rules vs codes....where there is some mediation when the rules become so illogical or unreasonable that one can no longer function reasonably in their own home and such rules should be considered to be only imposed where the homeowner and the surrounding lands are privately owned and managed by the association including all infrastructure and roads where as the public is not supporting a self imposed and unconstitutional rules that are dealt with by fines that would constitute legislation and the passage of a bill making it law on public supported lands within a sun local governmental board... AS IT STANDS THE HOME OWNERS ASSOCIATIONS THAT OPERATE AND TRY TO ENFORCE RULES WHICH WOULD SUPERSEDE OR CONTRADICT COUNTY MEASURES SUCH AS CODES ORDINANCES AND LAWS BE CONSIDERED AS UNLAWFUL AND BE NO LONGER VALID AND FORCED TO CEASE OPERATIONS..
