Earlier this year (April 1), FEMA fully enacted their risk rating system to a program called Risk Rating 2.0. While this does not change the requirements for elevation certificates in most cases, it allows home owners to obtain flood insurance quotes without obtaining an elevation certificate. A survey may determine better data for the home owners, but is no longer required.
