This $38 MILLION mansion just hit the market with one major caveat: the new owners won't be legally allowed to move in.

According to the New York Post, Harry Macklowe, the developer of the property, "illegally cleared land on the property and built additions without permits, endangering the wetlands and garnering fines for more than 21 violations that haven’t been paid for five years." As a result, any new owners of the mansion would not be allowed to move in until the certificate of occupancy is obtained.
