Colorado has many towns with fewer than 100 residents, but almost none have completely lost the ability to govern themselves. Hartman’s case exposed a gap in state law: if every elected official resigns at once, there isn’t an easy legal path to restart the government. That prompted the legislature to create a faster abandonment process to prevent residents from being left without essential services like drinking water.

It’s one of those stories that’s about much more than one small town—it raises questions about how Colorado should support very small rural communities that struggle with aging infrastructure, volunteer leadership, and increasingly complex regulatory requirements.

It’s a fascinating (and somewhat sad) example of how interpersonal conflict, legal structure, and infrastructure can combine to determine whether a town continues to exist.

With no government, the town of Hartman cannot hold elections. “Abandonment is the only legal mechanism … that creates an avenue for residents of the area to receive clean water,” the new order says.
