FROM THE CITY OF HAVRE DE GRACE. POSTED AT THEIR REQUEST.

June 2, 2026

Dear Bayview Estates Residents,
Phase III of the Bayview Estates paving project has begun. The City sent out a notification last
week to notify the residents of the upcoming project. If you did not receive this notification via
phone call, text message, or email, please contact Harford County Government to be added to
the alert system. You can call them at 410-588-5745, use the QR Code below or register online
at: https://www.smart911.com/smart911/ref/reg.action?pa=HarfordCountyAlerts.
The areas that will be affected with this project will be Hutchins Court, Brian Garth, Lighthouse
Court, Roosevelt Court, and Wilfong Court. The general contractor for the paving project will be
DXI. A subcontractor for DXI, Horne Concrete, will be replacing bad curbs and doing stormwater
inlet repairs in your neighborhood for the next 4-5 days. Some of the curb replacements may
affect access to your driveways for a couple of days. Curb replacement and inlet repairs have
already been completed on Lighthouse Court and Brian Garth. Once the curb replacements and
inlet repairs are completed, DXI will begin the paving process. The paving process will require a
coordinated effort between DXI and the residents to ensure access to your homes is maintained
and the actual paving process is able to occur at the same time. This will cause minor
disruptions with traffic in and out of your neighborhood.
We apologize for any inconveniences this may cause, but I’m confident that everyone will be
satisfied with the end result. Thank you for your cooperation in this matter and please feel free
to contact the Department of Public Works if you have any questions or concerns at 410-939-
1800 ext. 1135.
Respectfully,

Joe Conaway
Director of Public Works

We introduced a new Old Glory today on our community flagpole, if anyone would like to retire their US flag because it has worn or faded, please email me and I'll arrange to pick it up. The HdG VFW will be conducting a flag retirement by burning them on Flag Day in two weeks. Fly your US flags at half mast tomorrow to remember our fallen service men and women.

In the greatest traditions of American democracy, we are in the midst of another election in our community. This year's election has attracted more interest than any in recent memory. I know that there have been some statements emailed by anonymous senders and on social media that the online voting system isn't trustworthy. It is designed by a professional web designer contracted for this assignment by the Board. The system is designed to operate without my involvement. The web designer does have the ability to troubleshoot it if something goes wrong, but that has no impact on how the votes are tabulated. When voting ends on Saturday, the system will produce a report of who voted and how many votes each candidate received. The web designer will ensure that our independent moderator gets the results in an email. Paper ballots were sent out Wednesday of last week and I understand that some have not yet shown up in the mailboxes. If you want to make sure all mailed ballots get to us by Saturday, please ensure that it is mailed back by Tuesday or put into the post office's "in town" mailbox. Envelopes that are received after 10:30 am on Saturday, regardless of the date of the postmark, will not be included or counted. If you requested a paper ballot and one was sent to you, you can not request a second be mailed to you. If you have any concerns about your ballot not being delivered by the postal worker by the deadline, you are welcome to bring it to the meeting at the police station at 11 am to be counted. Anyone who has not yet voted is welcome to come to the police station on Saturday at 11 am and vote in person on an anonymous paper ballot after showing proof of identity with a photo ID. We ask that if you are intending to vote in person to please join the line and be patient while the election moderator ensures that you are in good standing and we have not yet received a vote from your address (1 vote only per address). The results will be announced at the end of the meeting.

You are welcome to reach out anytime.

Please beware that material labelled the "Bayview Estates Community Center" newsletter was emailed to some homeowners, although no one on the Board received a copy. This is NOT an official community publication. It appears to be AI generated campaign literature with no author listed.

We've gotten some complaints about the candidate bio's that were posted on the website because they were not all the same length. We chose to take them down out of an abundance of caution. The candidates are able to disseminate their bio's and any other materials on social media.

Update, Jessica Grode, who accepted nomination to run for the position of Director, has now declined nomination. This was communicated after the paper ballots where mailed to homeowners without a registered email, so her name will still appear on the ballot.

Treasurer- Bill Simone (incumbant) Michael Clark

Director- June Gangel Jessica Grode Brent Mills (Michael Clark has declined his nomination)

For those who would like to vote online, please follow these easy steps:

Different networks and operating systems have unique processes. Some homeowners will use their smart phones and some will use their computers. We can't guarantee that your device's preloaded firewalls and systems will be 100% compatible with this system. If you are having difficulty, please send us an email and we will be happy to work with you to resolve any issues.

Important- Do not navigate to the ballot page until you are ready to cast your vote, the system will only allow the ballot to be available one time per address to prevent double voting.

Click this link to go to our website and sign into the "Your Profile" page on the website: Bayview Website
If you are in good standing, the ballot will pre-load onto the page. If you are not in good standing a message will appear to contact the property manager to resolve this.
Fill out the neccessary information at the top of the ballot. For most operating systems, your name and address should pre-load.
Make your voting choices. You can only vote for one candidate for each position.
Once you are happy with your ballot, click the blue button to cast your ballot.
Once your ballot has been cast and received by the website system, a voting receipt will appear on the screen. You are welcome to print that reciept, which includes your voting choices for your records or you can forward it to your email inbox.
Ballots are saved into a secure file that will generate a report of the results on the day of Community Meeting. The results of the online voting will be added to the paper ballots and those that vote in person to reach a total of all votes cast.
Please be aware that if a homeowner has already voted via a paper ballot, the online ballot will not appear. Each address may only submit one ballot. Any address that has submitted more than one ballot will have their vote disqualified.
Please feel free to reach out via email. [email protected]
