Price is the first thing anyone reads on an offer. It is not the only thing being weighed.
Financing type affects how likely a deal is to close and how long that takes. The size of the deposit says something about how committed a buyer is. The contingencies, and how long they run, tell a seller how much of the next month stays uncertain. So does the closing date, especially for a seller who is coordinating a purchase of their own. And three extra weeks of flexibility on possession can be worth more to the right seller than a small bump in price.
Nobody can tell you which offer a seller will take. What I can tell you is that an offer is negotiable in more places than the number, and that knowing which of those matter to that particular seller is where a strong one comes from.
