As of May 25, 2025, non-permanent residents—including DACA recipients, asylum seekers without green cards, visa holders, and other temporary legal residents—are no longer eligible for FHA-insured loans.
To be eligible, borrowers must be U.S. citizens, permanent resident aliens, or citizens of the Federated States of Micronesia, the Republic of the Marshall Islands, or the Republic of Palau.
This means that any loan for a borrower with a visa or EAD card will no longer be eligible for FHA financing. Applications for FHA loans may continue to be taken with non-permanent resident alien borrowers, provided the loan will be processed prior to May 25th.
