We are pleased to announce that Tracy E. Fulford, Principal of Fulford Construction Management, PLLC, is now certified by the Texas Department of Insurance (TDI) as a Residential Property Inspector under the Voluntary Inspection Program (VIP).

Why do so many inner-city buildings sit empty and rotting? 🏢🏚️

It’s not an accident. Our tax system actually pays real estate owners to let properties fall apart.

Here is how the system rewards decay (and how we fix it):

1. Fixing Up a Building = A Tax Penalty
In most cities, if you spend $100K to repair a roof, fix the windows, and clean up the building, the city increases your property value and jumps up your annual taxes.

If you let the building rot? The value drops, and your tax bill goes down. The system literally penalizes improvement and rewards neglect.

2. "Paper Losses" Offsetting Real Money
Federal tax rules let property owners claim "depreciation" every year. That means an owner can write off a building's decaying value to shelter their income from other businesses.

They get a tax break for a decaying asset without ever having to spend a single dollar on maintenance.

A 203(k) renovation project needs more than a work write-up, contractor bid, and repair list. Those documents tell people what is listed. They do not always define what matters most, who owns each decision, or how completion will be verified.

That is where Client Requirements and a RACI Policy become critical.

Client requirements define the project’s true north:
✔️ What does the client need the renovation to accomplish?
✔️ Safety? Compliance? Habitability? Appraisal support? Resale value? Long-term asset protection?

A RACI policy defines who is:

📍 Consulted
📍 Informed

This creates clear boundaries between the client’s priorities, the contractor’s scope of work, inspection requirements, draw approvals, and final acceptance.
