“Looking at the year as a whole, sales volume and median price in Texas were essentially flat compared to 2010,” said Jim Gaines, Ph.D., an economist with the Real Estate Center. “However, Texans should know that ‘flat’ is the new ‘up’ because our state still outpaces national averages by eight to 10% in both sales volume and median price.” - TAR

A change in Texas law that was effective Jan. 1, 2012, states that homebuyers will now pay for homeowners association resale certificates unless the buyers and the sellers negotiate otherwise. The Texas Real Estate Commission is revising the Addendum for Property Subject to Mandatory Membership in a Property Owners Association to reflect this change.

In the latest attempt to address the ailing housing market, the government on Monday announced changes to a federal program that will make it easier for struggling homeowners to refinance to today's near-record low rates.
Under the new program, homeowners who owe more on their homes than they are worth will be able to refinance no matter how much they are underwater, as long as they are current on their payments.
More than 1 million homeowners could get cheaper mortgages as a result, officials estimated
