The Federal Govt who backs most mortgages, treats a 1-4 unit properties the same. But for the past 30-40 years very little 2-4 family homes have been built across the country.

This is largely due to zoning policies that were meant to skirt explicit racial segregation, many municipalities zoned all of their residential areas to be exclusively for single family.

These exclusionary zoning policies contributed heavily the affordable housing crisis, unfairly restrict property rights, and arbitrarily remove choices from the housing market.
