The Los Angeles City Council postponed a decision on putting a proposal to reform the city’s controversial Measure ULA on the June ballot, sending it back to committee for more review and public input.

Measure ULA adds a 4%–5.5% transfer tax on property sales over $5M on top of the standard 0.45% city tax, all paid by sellers. Though often called a “mansion tax,” it applies to any property above $5M, including multifamily and commercial buildings.

Since April 2023 the tax has raised over $1B for affordable housing, tenant aid, and related programs, but critics say it’s hurting high-end home sales and new multifamily development.
