OK, this is wrong. The reason this was illegal before was that it could be considered steering. Agents and lenders can easily redline a neighborhood and steer buyers toward more expensive homes. This also drives down values in minority neighborhoods. In the past, developers have done this, and it's called Block Busting. This is when you go into an area, convince the local owners that the neighborhood is going downhill, and they need to sell now. They then buy the houses for a song and resell them to others for significant profits. It is illegal. If agents do this, they should lose their license and be banned from the industry for three to five years. If you're considering this and you are an agent, this rule will get reversed. Don't even think about it!
